About the Project : Liberia Strategic Analysis Project
The five-year Liberia Strategic Analysis project will provide analytical and advisory services to USAID/Liberia's Office of Program and Project Development (PPD) and Development Objective (DO) teams in support of the Mission's project design, performance monitoring and evaluation, and operational learning and adapting. These services will play a key role in achieving the successful implementation of: 1) the Mission's overall 2013-2017 Country Development Cooperation Strategy (CDCS); 2) systematic inclusion of USAID's new strategic planning and research collection goals centered around the Agency's Collaborating, Learning and Adapting agenda; and 3) the Mission's Performance Management Plan.
About the Role : Monitoring and Evaluation Specialist - Liberia
Duties and Responsibilities:
The Senior M&E Specialists will provide a wide variety of technical support to USAID and its implementing partners (IPs) that enhances M&E systems.
Work with USAID/Liberia includes the following responsibilities:
- Help the Mission scope requests for evaluations, assessments, cost-benefit analyses, proofs of concept, and other "on demand" services with USAID.
- Oversee data collection through surveys, focus groups, and interviews.
- Help conduct evaluations and assessments, including analyzing data and writing findings and recommendations.
- Provide leadership on quantitative and qualitative methods, mixed methods, and other M&E methodologies.
- Manage USAID/Liberia's Performance Indicator Database System (PIDS), including tracking data entry by IPs, running periodic reports, and supporting Mission users.
- Perform statistical and trend analyses on PIDS data to test development hypotheses.
- Assess the Mission's progress towards achieving its Development Objectives (DOs).
- Work with IPs includes the following responsibilities:
- Review performance management plans (PMPs) developed by IPs and ensure they are aligned with USAID's standard indicators.
- Conduct Data Quality Assessments (DQA) to understand and verify the validity of data provided by implementing partners.
- Provide M&E technical assistance and training to enhance the understanding of M&E to improve program outcomes.
- Work with USAID's IPs to ensure the timely and accurate reporting of PIDS data.
Other responsibilities include assisting the Chief of Party and M&E Director with outreach and engagement with the private sector, universities, NGOs, the Government of Liberia, and other donors, as required.
Key Qualifications & Characteristics:
Qualifications, Skills & Experience:
- Liberian citizenship required.
- A Bachelor's degree or greater in a relevant field such as applied social sciences, development economics, or monitoring and evaluation.
- A minimum of 5 years of progressive responsibility working in M&E for USAID or other donor-funded development programs.
- Experience working in Liberia.
- Technical expertise in one or more of the following areas: democracy and governance; economic growth or food security; health; or education. Please specify your main area(s) of interest.
- Experience in at least three of following areas:
- Developing performance management plans (PMPs) and conducting data quality assessments (DQAs);
- Analyzing both qualitative and quantitative data;
- Using online M&E databases to collect performance indicators.
- Conducting routine monitoring of data for a donor-funded project.
- Conducting participatory or impact evaluations.
- Experience writing findings and recommendations in assessment or evaluation reports.
- Ability to coordinate with USAID/Liberia's technical staff to collect, verify, and analyze data.
- Fluency in English required.
- Strong organizational, writing, and communications skills.
- Strong proficiency in MS Office suite (Word, Excel, Outlook, Power Point).
- Ability to coordinate well with personnel within and outside the project, meet deadlines, and work with minimal supervision.
- Computer literacy, with ability to analyze and interpret data using Excel, online reporting tools, or statistical packages such as SAS, SPSS, or STATA.
- Success factors for the Senior M&E Specialists will be strong skills in strategic analysis, M&E, data collection and analysis, identifying trends in data, and the ability to write convincing findings and recommendations.
