Context:
Under the direct supervision of the Regional Director (RD), of the Regional Office (RO) for Middle East and North Africa, and under the overall supervision of the Director General through the Chief of Staff and in close coordination with relevant units at Headquarters (HQ), the Chief of Mission will be IOM's principal interlocutor with the Government of Algeria and relevant ministries, diplomatic representatives and UN specialized agencies. S/he will be responsible and accountable for promoting, developing and implementing the full range of IOM services in Algeria within the overall regional framework.
Core Functions / Responsibilities:
Development and follow up of strategies, policies and programmes
- Analyze migration-related trends and issues in Algeria and identify, design and execute programmes, projects and fundraising strategies to address such issues; in particular, assist the Government of Algeria in defining relevant objectives and administrative structures within the programme context.
- Direct and monitor the implementation of IOM’s programmes in Algeria and recommend ways for improvement.
- Ensure continued support with both the Government of Algeria and donors for current programme activities and their further development.
- Identify, develop, manage and implement new project opportunities in close coordination with relevant stakeholders in areas of concern to the Government of Algeria and in regional context, and design fundraising strategies to address such issues.
- Maintain and further develop liaison and close working relationships with local governmental authorities and diplomatic missions, UN agencies, regional, nongovernmental and international organizations, as well as airlines and public media.
- Participate in appropriate policy and operational United Nations Country Team (UNCT) inter-agency mechanisms.
Resource Management and Capacity Building
- Supervise the related budgetary, financial and administrative functions of the Mission in accordance with the Organization's regulations and procedures. Be responsible for recruitment and capacity building of local staff.
- Advise the Regional Director and relevant units in HQ on national and regional migration developments, as well as on the government's migration policy and legislative frameworks impacting on IOM's activities and presence in Algeria. Make recommendations or prepare proposals for appropriate action.
- Keep the Regional Director and HQ fully informed of the Mission's activities. Report regularly to the Regional Director and other interested partners on progress achieved and developments in Algeria. Prepare regular and specific narrative, impact, policy, financial, evaluation and statistical reports covering IOM activities. Prepare briefings and background information requested by the Regional Office and HQs, the Government of Algeria and other entities.
Representation of IOM
- Represent the Organization at national and international conferences and meetings.
- Participate in the Humanitarian Country Team (HCT) and contribute and provide support to inter-agency planning process and the overall humanitarian strategy.
- Ensure Camp Coordination and Camp Management (CCCM) obligations as a cluster lead agency are carried out and reported upon regularly, should the cluster be activated.
- Take part in the development of any other relevant planning tools such as National Action Plans, Migration Profiles and National Emergency plans.
- Serve as an expert resource in the key areas of migration management, strengthening migration management systems, addressing related legislation, regulation and policy concerns, and institutional capacity building.
- Perform such other duties as may be assigned.

Required Qualifications and Experience
Education
- Master’s degree in Political or Social Sciences, International Relations, Business Administration, Law or a related field from an accredited academic institution with eight years of relevant professional experience; or
- University degree in the above fields with ten years of relevant professional experience.
Experience
- Experience in the field of migration issues including operational and field experience, project development / management;
- Experience in liaising with governmental and diplomatic authorities as well as with national, and international institutions;
- Knowledge of monitoring and evaluation;
- Knowledge and experience of regional issues an advantage;
- Previous experience working with IOM and with UN specialized agencies an advantage.
Languages
Fluency in English, French and Arabic is required.
