UNICEF, the world’s leading organization working for the rights of children, seeks an Evaluation Specialist to help manage the evaluation portfolio related to global ECD activities. The scope of work covers primarily evaluations but may also include high priority research (studies and surveys) that draw on the same skills.
The results of the Specialist’s work will be critical for measuring the outcome and impacts of UNICEF’s ECD investments, particularly in sub-sectors where UNICEF is taking a global leadership role. The results obtained will be considered by UNICEF and partners when determining strategic investment to reach post-MDG and other global ECD goals.

Qualifications and Competencies:
a. Education:
Advanced university degree in social sciences or related filed. Formal training in monitoring and evaluation and/or ECD-related domains is preferred.
b. Skills and post qualification experience:
• Eight years progressive experience at national and international levels in programme management, monitoring and evaluation, over five years of which should be with developing countries, or comparable contexts.
• Proven ability to conceptualize, develop, plan and manage evaluations, as well as to transfer skills
• Current knowledge of evaluation methodologies, especially related to the monitoring and evaluation of ECD themes
• Programming or evaluation experience with ECD issues, OR ECD related M&E capacity building
• Ability to work in team context and good interpersonal skills to provide leadership to a team and to build a diverse network of contacts
• Ability to translate ideas into actions with a drive to implement goals and objectives
• Problem solving and analytical skills
• Ability to present ideas clearly in presentation and in writing, including report writing
• Facilitation skills
• Thorough knowledge of computer applications
• Embraces diversity in gender, culture, opinions, values, perspectives
