Position: People & Culture Director
Location: Bamako (Mali)
****Purpose of the position:****
- To provide overall leadership to National Office People & Culture department in ensuring that staff, systems and processes are running efficiently and effectively according to the partnership standards and ministry objectives.
- These functions include providing leadership for the review / redesign of systems, policies and procedures and with special emphasis on nurturing and managing key relationships across the organization and ensuring that a fully operational team is in place at all times.
- ****Key Outputs/ Responsibilities****
- Provide guidance and expertise to World Vision Mali leadership team and line managers in the area of Change management, Organizational Development and Organizational behavior related issues.
- Ensure that P&C strategic plan, structures, systems and practices and administrative expertise’s support the ministry objectives and organizational agility. This includes but not limited to Our people and modules implementation and HRIS in general.
- Provide leadership to the P&C team and ensure the establishment of a sustainable and strong function.
- Oversee the effective administration of employee Relations in the NO by ensuring that all cases are reported in Ethics points and managed appropriately.
- Design and implement a staff care strategy that appropriate with the need and ensure employee survey results are manage appropriately.
- Ensure staff training and development for effective staff capacity building. This includes L&D, ICD and all ministry and succession related competencies.
- Establish leadership development programs and staff performance management systems to enhance organizational growth, accountability and productivity
- Ensure the existence of a reliable and up to date Human Resource Information System
- Provide guidance and direction in the design, implementation and management of staff salaries and benefits
- Ensure the existence of an attractive, transparent and effective recruitment system and that processes able to attract talented and diversified workforce.
- Coordinate international staff recruitment and interviews with international recruiters and hiring Managers
- Contribute to the resource mobilization through effective workforce planning and design of effective and efficient organizational structure and module that will facilitate achievement of donor requirements.
- Represent WV Mali in HR related matters and network with other NGOs, Government institutions, WV WARO, WVI Global HR and WV donors.
****Other Competencies/Attributes:****
- Must be able to understand West African culture and context.
Qualifications: Education/Knowledge/Technical Skills and Experience
The following may be acquired through a combination of formal or self-education, prior experience or on-the-job training:
- Educational level required: Master’s Degree in Human Resources Management, Business administration,
- Experience:10 years industry experience
- Preferred:Working experience in both development & Humanitarian sector
- Technical Skills & Abilities:
- Computer skills.
- Demonstrated ability in supervision
- Experience in policy initiation and formulation.
- Working knowledge of employee relations and labor laws especially in a francophone context.
- Good planning and organizational skills
- Ability to maintain effective working relationships with all levels of staff and other stakeholders;
- Proficient with French and working level of English
Working Environment / Conditions:
- Work environment: Office-based with frequent travel to the field
- Travel: 10% Domestic/international travel is required.
- On call: 10%
