Ebola Outbreak in Sierra Leone (SL) and GOAL Response to Date:
The 2014 Ebola Virus Disease (EVD) outbreak is the largest in history and the first in West Africa. The current outbreak is affecting multiple countries in West Africa with Sierra Leone/Liberia first reporting cases in March 2014. As of February 2015, Sierra Leone is reporting over 11,000 cases. GOAL has been working in Sierra Leone for several years and has been active in the Ebola response since the outbreak was declared. Due to the scale of this outbreak, GOAL has established a response are expected to be infected in the coming weeks Joband months ahead.
In addition, GOAL realises that the ramifications of this outbreak extend far beyond the initial stages of emergency and will affect already weak health systems, food security, political stability and child protection throughout the region. GOAL is committed to transitioning to a broader recovery phase, which will strongly focus on building national capacity and include improved surveillance and case management, as well as the evolution of ETCs.
Overall Objective of the Position
The Project Manager will provide necessary planning, coordination and supervision of GOAL ETC Port Loko Facility improvements in preparation for the rainy season including infrastructure such as access road improvement; in addition will provide oversight on any decontamination and rehabilitation of previous Ebola facilities for a wider community ownership and use, such as schools, PHUs and community health centres.
Key Duties:
Project Coordination
· Be the Project Manager for the ETC Facility improvements in preparation of the rainy season including all WASH and civil works including access roads and walkways to ETC and Warehouses
· Develop proposals and budgets relevant to the planning and improvement process
· Liaise with relevant WASH, construction/engineering, electricians, logs staff, etc. to identify needs and gaps of ETC structures
· Be focal point for GOAL Port Local District construction and rehabilitation projects
· Coordinate the identification and allocation of facilities to GOAL from local authorities
· Coordinate with WASH team to ensure that decontamination/sterilisation is undertaken with UNICEF Guidelines and other National Guidelines.
· Provide oversight to ensure coordination of assessments of institutions to be transitioned back into schools, PHUs, CCCs.
· Organise resources, and collate and manage information from team members and sector leaders
Procurement
· Ensure all procurement is done in accordance with GOAL Procurement Policy and Procedures
Staff Management
· Establish and manage a strong team of national staff to undertake necessary functions within the team
· Train and build capacity of local staff members in best practice, GOAL procedures, systems and management
Essential Criteria
· At least 3 years’ experience in construction, civil works, project management or related field
· Proven management ability to lead and motivate a team
· Ability to delegate tasks to responsible staff members
· Proven success in proposal writing and budget development
· Ability to work under pressure to pursue multiple tasks simultaneously to successful conclusions
· Strong computer skills in Microsoft packages including Excel, Word and Outlook
Desirable Criteria
· Understanding of budget development and monitoring
· Experience in Project development and Operations for the support of humanitarian and recovery context as well as development programmes
· Qualification in Project Management or Civil engineering
· Experience working in West Africa
