The Partnership for Supply Chain Management
The Partnership for Supply Chain Management (PFSCM) brings together multiple private sector, non-government and faith-based organizations that are among the most trusted names in supply chain management and international public health and development in the world. PFSCM has been recognized internationally for its work to save lives through stronger public health supply chains; the partnership won two supply chain distinction awards from the European Supply Chain and Logistics Summit in 2010 and was a finalist in the 2012 Supply Chain Innovation Award Competition sponsored by the Council of Supply Chain Management Professionals (CSCMP) and SupplyChainBrain.
The Global Fund to Fight AIDS, Tuberculosis and Malaria is a major financing institution in the fight against these diseases in 140 countries. The Global Fund selected PFSCM to be its primary
Procurement Agent for Global Fund principal recipients, under its Pooled Procurement Mechanism aimed at ensuring a cost-effective and efficient procurement process that meets all the Global Fund standards for a Procurement Agent. This service provides support to countries to resolve procurement bottlenecks and supply chain management challenges and to facilitate timely access to pharmaceuticals and other health products.
In addition, PFSCM implements other supply chain management projects with other client/donors as appropriate such as the Rapid Supply Mechanism (RSM). RSM is a new concept that enables the Global Fund to respond expeditiously and proactively to imminent shortages, stock outs, or treatment disruptions faced by Principal Recipients (PRs).The RSM will be rotating physical inventory of medicines, held centrally or regionally, designed to bridge potential supply gaps and mitigate risks of treatment disruption across all GF-supported PRs (PPM and non-PPM). For certain categories of products this mechanism may be available to non GF recipients.
Role & Responsibilities
The CAM will administer expedited service and emergency response strategies from order receipt from Global Fund to order delivery through coordination with various operational units namely; procurement, finance, supply delivery coordinator and freight & logistics. This position requires an individual with administrative proficiency, attention to details, superior organizational expertise, and strong interpersonal skills. Applicants should be able to work under pressure and have the ability to manage their time efficiently. The individual must be proficient in using ERP database applications with the ability to focus on delivering high-quality client service with proficiency in English and French.
Specific Responsibilities
- Assist RSM cross-functional operations teams for RSM order tracking and order management.
- Provide administrative support to RSM Project Manager in the implementation of PFSCM’s strategy and objectives to provide quality and timely service under RSM.
- Maintains contact with Global Fund and the Principal Recipient while updating other operational units central to the RSM supply chain and workflow process (procurement, finance, supply delivery coordinator, freight & logistics).
- On a daily basis, closely monitors the emergency workflow processes for RSM orders with operational units and on a monthly basis, work with Performance Management Unit (PMU) for performance analysis to achieve RSM project KPIs.
- Participate in supply chain incident review meetings and propose corrective actions to
- ·mprove logistical procedures to achieve overall client satisfaction.
- Prepares weekly order status reports, ad hoc Global Fund reports to ensure close monitoring of orders in the pipeline and flag any delays to the RSM Project Manager.
- Repeatedly follow up with operational units to ensure timely delivery of RSM orders.
- Manage the relationship with designated Global Fund Principal Recipients (PRs) and other non-Global Fund Recipients in the CAM’s portfolio, ensuring a steady flow of communication with the clients (internal and external).
- Serves the primary backup in the absence of the RSM Project Manager.
- Ensure compliance with RSM emergency order process flow and standard operating procedures.
- Coordinate with other PPM team members as necessary to leverage intelligence and spearhead resolution of challenges and bottlenecks with the RSM orders.
- Coordinate with rest of the Client Account Management team to provide support to PPM activities.

Qualifications
- Bachelor’s degree and 4+ years of prior work experience in public health, procurement, order processing or supply chain environments.
- Excellent ability to manage account processing, with proven ability to function in a detail oriented environment.
- Fluency, including strong written and verbal skills in English and French languages.
- Ability to work comfortably with Microsoft Office software, specifically Word, Excel, and
- PowerPoint. Knowledge of Microsoft Project desirable.
- Experience with ERP or procurement/supply chain management software a plus.
- Ability to work effectively both independently and as a team member.
- Excellent organizational and communication skills.
- Demonstrated skills in client relationship building/management
- Ability to manage multiple tasks within tight deadlines and prioritize effectively, while delivering high quality work
- Strong interpersonal skills
- Experience with Global Fund or other donor agencies highly desirable
- Customer service a plus
- Candidate must demonstrate ability to live and work in the Netherlands
