General introduction:

The following are eligible to apply:

Staff members with at least five years of continuous service with the Office are encouraged to apply and will be given special consideration at the screening and evaluation stage.

In accordance with the Staff Regulations and letters of appointment, successful candidates for positions in the Professional category would be expected to take up different assignments (field and Headquarters) during their career, the desirable length of an assignment in any specific position being two to five years, following which the incumbent should be willing to move to another assignment and/or duty station.

The specific language requirements for this position are detailed hereunder. INTRODUCTION
The position is located in the Employment and Investment Unit (EMPINVEST) of the Development and Investment Branch (DEVINVEST) within the Employment Policy Department (EMPLOYMENT). The central objective of the Employment-Intensive Investment Programme (EIIP) is to influence investment policy in the infrastructure and construction sector such as to have the best possible impact on employment creation, poverty reduction and social progress. The special role of the Programme, taking into account the needs and demand of the social partners, is to assist member States and constituents to develop policy tools and capacities to simultaneously create jobs in the small and medium-scale enterprise sector, and to improve workers' protection and working conditions. The Employment-Intensive Investment Programme has two major lines of action: first, to contribute to mainstream development policy by placing the key concerns of job creation, poverty reduction, enterprise promotion and improvement of working conditions in the broader framework of nationally defined macro-economic employment and investment policy; and second, to promote employment-intensive works in times of social and economic hardship and crisis.

The Senior Economist will report directly to the Head of the Employment-Intensive Investment Unit (EMP/INVEST) under the Development and Investment Branch (DEVINVEST) in the Employment Policy Department (EMPLOYMENT). All the activities of the Employment-Intensive Investment Programme are carried out in full consultation and cooperation with other departments at ILO HQ and the ILO field structure including EIIP Specialists in a number of ILO Offices in the regions.
Description of Duties
The main purpose of this job is to (i) assist Member States in the development of policies, methodologies and tools as well as related procedures for enhancing employment-intensive approaches in investment programmes; (ii) provide policy guidance and technical support to the ILO field structure responsible for country-specific programmes; (iii) establish collaborative arrangements with other ILO programmes and other technical cooperation and financing agencies concerned with employment generation and poverty reduction.
Specific duties
Under guidance of the Head of Unit, EMPINVEST, the official will perform the following duties:

1. Undertake economic analysis and case studies on the impact of investment policies on employment creation to identify best practices and approaches to the integration of social and economic objectives in investment policies and programmes. This includes the assessment and checking robustness of macro-economic models used/developed by national and international institutes and facilitating inputs to their enhancement calling on specialised inputs. Verification of data collection per sector or sub-sector and correct interpretation of results of simulations is part of those economic analyses.

2. Assess national needs and assist member States in defining the respective roles and responsibilities of different ministries (Finance, Planning, Labour, Employment, Social Affairs, sectoral ministries, local government, etc.) and other public and private sector agencies in programming, planning, design and implementation of employment-intensive development programmes and related investment policies;

3. Develop guidelines, methodologies and tools and contribute towards capacity building initiatives for member States and social partners regarding the i) application of employment-intensive investment approaches in programming, planning, design and implementation of sectoral strategies and programmes; ii) promotion of private sector development, contracting systems and procedures; and iii) promotion of participatory approaches, organization, negotiation and application of contractual modalities and procedures between local beneficiaries and other development actors and partners.

4. Provide policy guidance for the development, promotion and dissemination of employment-intensive multi-sectoral investment approaches including the socio-economic feasibility of such programmes. More specifically:
a) Advise the ILO constituents, the ILO field structure and other development partners in the formulation of poverty reduction strategies, policies and programmes using employment-intensive investment and local resource-based approaches;
b) Advise the ILO constituents as well as the ILO field structure on the application of International Labour Standards and the promotion of ILO mainstreamed strategies, including gender, while formulating employment-intensive strategies, policies and programmes at the country level;
c) Ensure comprehensiveness of policies and programmes in terms of multiple social and economic objectives pursued by the Office, appropriate use of resources as well as timely delivery of outputs, and participate in the design of an appropriate and effective division of labour between ILO HQ and field structure.

5. In close collaboration with the ILO field structure, formulate regional and sub-regional support strategies and programmes for employment creation and poverty reduction, and ensure that ILO policy objectives are integrated within the work programmes of its partners, including bilateral and international financing institutions (World Bank, Regional Banks, EU, etc.), UN agencies and others.

6. Participate in the coordination of the Employment-Intensive Investment Programme and with other ILO programmes; represent the Unit/Branch and, as appropriate, the field specialists in technical discussions at Headquarters with other Departments and Sectors;

7. Establish collaborative arrangements with relevant external technical cooperation and funding agencies concerned with employment generation and poverty reduction issues.

These specific duties are aligned with the relevant ILO generic job description, which includes the following generic duties:

1. Design and promote a wide range of employment and social development-related programmes. This involves analysis of complex or conflicting data, statistics and information, significant research and methodological development for policy guidelines and tools, in a manner requiring the advanced application of principles of economics.

2. Develop and review an institutional framework, in which social partners can best improve, implement and evaluate efficient and equitable ILO action programmes.

3. Provide policy advice to ILO's constituents on institutional strengthening, the application of ILO standards and the promotion of the employment dimension of investment programmes.

4. Formulate and submit project proposals and seek funding.

5. Evaluate the efficiency and effectiveness of the project activities.

6. Undertake technical advisory missions independently or in collaboration with Specialists from HQ and Sub-Regional Offices.

7. Conduct seminars, workshops and technical meetings and training courses.

8. Prepare draft recommendations and guidelines for discussion and adoption as ILO Recommendations or Conventions on related technical fields.

9.. Write manuals and/or training guides on related topics.

10. Disseminate information on programmes through publications and, press releases, as well as ensuring representation at donors' meetings, international, regional and national fora and advocacy campaigns.

11. Monitor and coordinate research carried out by junior technical officers, external collaborators and research institutes.

12. Provide technical inputs to office documents (sectoral meetings, technical committees, regional meetings and conference reports).

13. Participate in tripartite reviews on technical cooperation activities and international meetings and conferences.
Required Qualifications
Education
Advanced university degree, in economics or related sciences, preferably with specialization in topics related to developing economies.
Experience
Minimum eight years practical experience in policy development and analysis at national or five years at the international level in social and economic aspects of development programmes (including socio-economic feasibility studies) in developing countries. Proven ability in international and national employment/development policy analysis and formulation. Proven international experience with policies of ILO, UNDP, multi-bilateral donors and development banks. Expertise in employment-intensive local resources-based development policies, programmes and projects would be an advantage.

Excellent knowledge of English and/or French (ability to draft complex policy and technical documents). Basic knowledge of Spanish would be an advantage.
Competencies 
In addition to the ILO core competencies, this position requires:

Aptitude to work under time pressure and in accordance with strict deadlines. Aptitude to guide the work of professional staff at headquarters and in field. Proven ability to communicate concepts and ideas both orally and in writing. The ability to work in a multicultural environment and gender-sensitive attitude are also required.
Additional Information:
Evaluation (which may include one or several written tests and a pre-interview competency-based assessment centre) and the interviews will tentatively take place between May and August 2015. APPENDIX II CONDITIONS OF EMPLOYMENT
- Any appointment/extension of appointment is subject to ILO Staff Regulations and other relevant internal rules.
- The first contract will be issued for a twelve-month period (for Geneva-based positions) and a twenty-four month period (for non Geneva-based positions)
- A successful external candidate will be on probation for the first two years of assignment.
- Any extension of contract beyond the probation period is subject to satisfactory conduct and performance.

Please note that the above salary levels are determined according to the criteria established by the International Civil Service Commission. The ILO is international public sector employer and salary and other employment conditions are not negotiable.

Other allowances and benefits subject to specific terms of appointment:
  • Children's allowance (except for the first child if the dependent rate of salary is paid in respect of that child);
  • Children's education grant (per child per year);
  • Pension and Health Insurance schemes;
  • 30 working days' annual leave;
  • Assignment Grant;
  • Entitlement to transport expenses of personal effects;

Salaries and emoluments are exempt from taxation by the Swiss authorities and, on the basis of international agreements or national law relating to presence or residence abroad, are generally exempt from taxation by other governments. In the absence of exemption, in most cases tax paid will be reimbursed in accordance with an ILO document which will be supplied upon request.

While the successful candidate will be initially working in Geneva, he/she may be assigned to any duty station designated by the Director-General of the ILO.
