General introduction

The following are eligible to apply:

Staff members with at least five years of continuous service with the Office are encouraged to apply and will be given special consideration at the screening and evaluation stage.

In accordance with the Staff Regulations and letters of appointment, successful candidates for positions in the Professional category would be expected to take up different assignments (field and Headquarters) during their career, the desirable length of an assignment in any specific position being two to five years, following which the incumbent should be willing to move to another assignment and/or duty station.

The specific language requirements for this position are detailed hereunder. Candidates whose mother tongue is not one of the ILO working languages (English, French and Spanish) shall possess a fully satisfactory working knowledge of at least one of the working languages in order to apply. If appointed, and if so required as per the position requirements, they may be required to acquire a working knowledge of a second working language during their initial years of service in the Office.

INTRODUCTION
The position of Head Internal Communications is located in the Department of Communication and Public Information (DCOMM). DCOMM is responsible for strategic leadership of the communication function at the ILO, promoting through targeted and tailored communications the work of the ILO, in particular the contribution the Organization makes to the realization of social justice through its Decent Work Agenda.

The Head of Internal Communications is responsible for the delivery and on-going development of the ILO-wide, integrated internal communications strategy and for providing strategic advice and professional expertise on internal communications to the SMT and their senior leadership teams. S/he plays a strategic role in setting the direction and tone of internal communications and in ensuring its alignment with external communications.

This is a senior communications role and the candidate is expected to work with staff at headquarters and in the field at all levels. The Head of Internal Communications needs to build strong relationships with the SMT, the Regional Directors, departmental Directors at headquarters, and with HRD in particular. Significant experience in managing complex communications activities is required.

The Head of Internal Communications reports to the Director of DCOMM.
Description of Duties
Specific duties

1. Under the guidance of Director DCOMM, develop and deliver the ILO internal communication strategy, ensuring its fit with the overarching ILO communication strategy.

2. Ensure that the ILO internal communication strategy supports the delivery of ILO change objectives.

3. Provide internal and change communications expertise, support and advice to the SMT and their leadership teams.

4. Ensure that internal communication activity is integrated with external media and stakeholder communications activity particularly as regards constituents.

5. Act as a role model for effective communication across the organisation by facilitating the sharing of knowledge and the dialogue between headquarters and the field, and between departments.

6. Oversee the strategic development and continuous improvement of the ILO's internal communications channels, products and messages - in particular, lead on the improvement of the content of the ILO's intranet.

7. Champion and lead by example professional communications standards, including writing, editing, and visual presentation in order to present engaging content to staff.

8. Build the internal communication skills of managers across the organisation.

9. Partner with HR on the development and delivery of key staff-related communications.

10. Use results from staff surveys and other feedback sources to advise leaders on the overall internal communications approach.

These specific duties are aligned with the relevant ILO generic job description, which includes the following generic duties:

1. Manage, formulate and coordinate the development and implementation of outreach and advocacy programmes for the organization.

2. Organize and supervise the work of staff in the section.

3. Establish and maintain lines of communication with constituents, NGOs, policy institutions, academia, foundations and associations to identify and coordinate action on opportunities to foster support for the objectives and activities of the organization.

4. Formulate and advise on promotional strategies for press conferences, meetings, reports and other activities planned for the outreach and advocacy programmes. Organize the research and drafting of materials related to issue-oriented campaigns and events.

5. Plan and conduct the promotion of special events, exhibits, publications and audio/visual productions, anticipate promotional needs, and devise ways of meeting them.

6. Ensure the development and maintenance of relevant automated contacts databases. Supervise the development of calendar of events, and liaise with organisers to coordinate participation.

7. Provide editorial advice, statements, speeches and replies to expected questions for use by senior management.

8. Represent the department and the organization as appropriate.

9. Serve as focal point for relations with, and support to, departments and programmes on communication and public information strategies and information dissemination.
Required Qualifications
Education
Advanced university degree in communications, public relations, journalism, liberal arts or other relevant discipline, or first-level university degree in liberal arts or other relevant discipline plus five years' relevant professional experience.
Experience
Ten years of professional experience in public information or related fields of work of which five years at the international level.

Excellent command of two working languages (English, French, Spanish). Knowledge of a third working language would be an advantage.
Competencies 
In addition to the ILO core competencies, this position requires:

Technical Competencies - A successful track record in leading an internal communications operation in a complex and geographically dispersed organisation in the public or private sector. Significant team and organisational management experience. Experience and sound working knowledge of a range of internal communication techniques. Strong influencing and relationship-building skills at all levels, as well as a highly-collaborative, team-playing approach. Demonstrable experience of other communications disciplines, such as media, stakeholder relations, marketing and digital communications. Clear understanding and familiarity with digital and social media environments and how they can be used internally. Experience of working in the field would be a distinct asset. Proven leadership skills and proven ability in the effective management of staff. Ability to provide authoritative advice. Proven ability to manage and coordinate public information activities. Ability to think creatively and develop innovative internal communication approaches. Proven editorial and writing skills of a high level.

Behavioural competencies - High level of confidence and an ability to challenge; excellent interpersonal skills demonstrated by an approachable style, being a good listener and the ability to win respect and build effective relationships with their staff and senior stakeholders through personal actions and commitment to declared intentions; awareness of the needs and interests of internal audiences; strong diplomatic skills, political judgment and negotiation skills to handle sensitive situations. The ability to work in a multicultural environment and gender-sensitive behaviour and attitudes are also required.
Additional Information:
Evaluation (which may include one or several written tests and a pre-interview competency-based assessment centre) and the interviews will tentatively take place between May and August 2015. APPENDIX II CONDITIONS OF EMPLOYMENT
- Any appointment/extension of appointment is subject to ILO Staff Regulations and other relevant internal rules.
- The first contract will be issued for a twelve-month period (for Geneva-based positions) and a twenty-four month period (for non Geneva-based positions)
- A successful external candidate will be on probation for the first two years of assignment.
- Any extension of contract beyond the probation period is subject to satisfactory conduct and performance.

Please note that the above salary levels are determined according to the criteria established by the International Civil Service Commission. The ILO is international public sector employer and salary and other employment conditions are not negotiable.

Other allowances and benefits subject to specific terms of appointment:
  • Children's allowance (except for the first child if the dependent rate of salary is paid in respect of that child);
  • Children's education grant (per child per year);
  • Pension and Health Insurance schemes;
  • 30 working days' annual leave;
  • Assignment Grant;
  • Entitlement to transport expenses of personal effects;

Salaries and emoluments are exempt from taxation by the Swiss authorities and, on the basis of international agreements or national law relating to presence or residence abroad, are generally exempt from taxation by other governments. In the absence of exemption, in most cases tax paid will be reimbursed in accordance with an ILO document which will be supplied upon request.

While the successful candidate will be initially working in Geneva, he/she may be assigned to any duty station designated by the Director-General of the ILO.
