General introduction:

The following are eligible to apply:

Staff members with at least five years of continuous service with the Office are encouraged to apply and will be given special consideration at the screening and evaluation stage.

In accordance with the Staff Regulations and letters of appointment, successful candidates for positions in the Professional category would be expected to take up different assignments (field and Headquarters) during their career, the desirable length of an assignment in any specific position being two to five years, following which the incumbent should be willing to move to another assignment and/or duty station.

The specific language requirements for this position are detailed hereunder. Candidates whose mother tongue is not one of the ILO working languages (English, French and Spanish) shall possess a fully satisfactory working knowledge of at least one of the working languages in order to apply. If appointed, and if so required as per the position requirements, they may be required to acquire a working knowledge of a second working language during their initial years of service in the Office.

INTRODUCTION
The position is located in the Youth Employment Programme Unit (YEP) of the Employment and Labour Market Policies Branch (EMPLAB), within the Employment Policy Department (EMPLOYMENT). EMPLOYMENT is responsible for promoting full and productive employment by developing integrated employment, development and skills policies that maximize the employment impact of economic growth, investment and development and which are inclusive, gender sensitive, productive and sustainable.

At the global level, the Department advocates and promotes policy frameworks and partnerships that aim at generating more quality employment opportunities. At the country level, the objective is to support the ILO constituents to develop, implement and monitor coordinated and context specific policies and programmes that promote quality job creation through economic diversification and investment strategies, skills development for present and future needs in the labour markets and labour market activation and intermediation that integrate the most vulnerable groups.

EMPLAB is composed of two units: the Youth Employment Programme Unit and the Country Policy Development and Coordination Unit. Employment creation, employability and rights at work for youth are essential to achieve the internationally agreed commitment on decent work for young women and men. YEP conducts research, formulates policies, develops programmes and strategies, undertakes promotional activities and provides policy advice and technical assistance to support ILO constituents in their endeavours to enhance the quality and quantity of jobs for young people.

This position will report to the Chief of EMPLAB.
Description of Duties
Specific duties

1. Manage, conceptualise, develop, integrate, coordinate and lead the work programme of the Youth Employment Programme Unit, including the development, implementation and monitoring of programme and budget proposals.

2. Take the lead role in the development, support to and monitoring of ILO's strategy for the provision of technical advisory services to government authorities, employers' organizations and trade unions. This will entail, among others, coordination of office-wide work involving staff both at Headquarters and in the field.

3. Design, conduct and supervise research work on major trends, needs and policy options concerning improvements of young people's employment prospects in formal and informal as well as urban and rural settings, taking into due account gender concerns.

4. Expand and maintain a knowledge base of national policies, action plans and programmes to promote youth employment.

5. Expand existing partnerships on youth employment and develop new ones, particularly with concerned agencies of the multi-lateral system and other international and regional organizations.

6. Represent the ILO in the UN Inter-Agency Network on Youth Development and other international and regional partnerships and platforms of the UN and other organizations. This will require taking the leading technical role in the coordination, design and implementation of global and regional initiatives on youth employment.

7. Develop diversified capacity-building strategies for different audiences, especially governments and employers' and workers' organizations. This will entail, among others, developing and adapting training material as well as conducting high-level conferences and workshops, at national, regional and international levels.

8. Develop technical cooperation programmes that promote integrated approaches to youth employment, spanning different policy areas, in close consultation with ILO constituents, and concerned programmes at Headquarters and in the field.

9. Develop diversified advocacy strategies to promote decent work for young people, taking due account of the specific needs and interests of young women and other disadvantaged youth, in close consultation with ILO constituents, and concerned programmes at Headquarters and the field. This will entail collaboration with major international and regional organizations that represent the interest of young people in the world of work.

10. Foster close cooperation between employment specialists and other specialists from other ILO Units and Departments at Headquarters and the field in order to ensure a common substantive approach to youth employment that builds on different areas of expertise and leverages on available and prospective resources.

11. Carry out any other assignment as requested by the Chief of EMPLAB and the Director of EMPLOYMENT.

These specific duties are aligned with the relevant ILO generic job description, which includes the following generic duties:

1. Lead, organize, plan, supervise and control the work of a technical unit (including managerial functions).

2. Design and promote a wide range of special subject-matter-related programmes, This involves analysis of complex or conflicting data, statistics, information or policy guidelines in a manner requiring the advanced application of principles of a recognized technical specialization.

3. Develop and review an institutional framework, in which social partners can best improve, implement and evaluate efficient and equitable ILO action programmes.

4. Assume full responsibility for policy formulation and providing policy advice to ILO's constituents on institutional strengthening, the application of ILO standards and the promotion of technical cooperation activities.

5. Develop project design, review proposals, formulate, revise and submit project proposals and negotiate funding.

6. Evaluate the efficiency and effectiveness of the project activities.

7. Lead technical advisory missions.

8. Conduct seminars, workshops and technical meetings.

9. Prepare recommendations and guidelines for discussion and adoption as ILO recommendations on related technical fields.

10. Write manuals and training guides on related topics.

11. Disseminate information on action programmes through publications and press releases as well as ensuring representation at donors' meetings, international, regional and national fora and advocacy campaigns.

12. Monitor and coordinate research carried out by junior technical officers and external collaborators.

13. Provide technical inputs to office documents (sectoral meetings, technical committees, conference reports, Director-General's report to ILC). 
Required Qualifications
Education
Advanced university degree with demonstrated expertise in economics or social sciences.
Experience
Ten to fifteen years' experience on employment and labour market policies of which at least seven years at the international level. This includes advocacy, programme and policy design and management, legislation review, training, and human resource management, as well as demonstrated work with diverse actors such as governments, employers' associations, trade unions, non-government organizations, UN and other inter-governmental organizations and the private sector. Demonstrated expertise in the relevant technical field of youth employment is seen as an advantage.

Excellent command of one working language of the Organization (English, French, Spanish). Proven ability to communicate and draft in English. Proficiency of another working language of the Organization.
Competencies 
In addition to the ILO core competencies, this position requires:

Technical competencies - Demonstrated and recognized technical and/or managerial leadership in carrying out the objectives and policies of the related work unit. Ability to manage large projects to coordinate activities among projects. Demonstrated and recognized technical, advocacy and communication skills in policy development; demonstrated technical expertise to devise new methods, concepts, approaches and techniques, leading to development of ILO standards and technical guidelines and ability to prepare ILO strategy reports in the field of youth employment policy and programme development; the ability to provide seasoned policy and programme advice to constituents; ability to understand purposes and approaches to policy advice and technical tools outside the specific area of technical expertise.

Behavioural competencies - Ability to conduct discussions and negotiate with governments, employers' and workers' organisations, multinational companies, non-governmental and other UN agencies and bilateral donors. Ability to coordinate activities and work well in multi-disciplinary and multi-cultural teams. Gender-sensitive behaviour and attitudes are also required.
Additional Information:
Evaluation (which may include one or several written tests and a pre-interview competency-based assessment centre) and the interviews will tentatively take place between May and August 2015. APPENDIX II CONDITIONS OF EMPLOYMENT
- Any appointment/extension of appointment is subject to ILO Staff Regulations and other relevant internal rules.
- The first contract will be issued for a twelve-month period (for Geneva-based positions) and a twenty-four month period (for non Geneva-based positions)
- A successful external candidate will be on probation for the first two years of assignment.
- Any extension of contract beyond the probation period is subject to satisfactory conduct and performance.

Please note that the above salary levels are determined according to the criteria established by the International Civil Service Commission. The ILO is international public sector employer and salary and other employment conditions are not negotiable.

Other allowances and benefits subject to specific terms of appointment:
  • Children's allowance (except for the first child if the dependent rate of salary is paid in respect of that child);
  • Children's education grant (per child per year);
  • Pension and Health Insurance schemes;
  • 30 working days' annual leave;
  • Assignment Grant;
  • Entitlement to transport expenses of personal effects;

Salaries and emoluments are exempt from taxation by the Swiss authorities and, on the basis of international agreements or national law relating to presence or residence abroad, are generally exempt from taxation by other governments. In the absence of exemption, in most cases tax paid will be reimbursed in accordance with an ILO document which will be supplied upon request.

While the successful candidate will be initially working in Geneva, he/she may be assigned to any duty station designated by the Director-General of the ILO.
