Context:
Under the direct supervision of the Chief of Mission, and in close coordination with the Head of Programmes and the Immigration and Border Management (IBM) Regional Thematic Specialist at the IOM Regional Office in Dakar, the successful candidate will manage the “Pilot Capacity Building in Integrated Border Management” project funded by the Government of Japan.
*Core Functions / Responsibilities:*
  1. Implement and monitor all operational, financial and administrative components/aspects of the project “Pilot Capacity Building in Integrated Border Management”and “Technical Assistance to Improve Border Management in Chad” in close coordination with relevant mission units and authorities.
  2. Undertake duty travel in Chad, in line with prevailing security restrictions, relating to project assessments, liaison with counterparts, and project implementation, as required.
  3. Manage staff under direct supervision and daily operations in the field, including staff and budget.
  4. Prepare and submit regular project reports in a timely manner according to IOM and donor formats, in close coordination with relevant departments at IOM.
  5. Ensure adequate information management on project-related activities including project awareness raising and visibility; regular project updates; summaries, press releases and other relevant materials, in coordination with the donor and IOM’s Media and Communications Division in HQs. Respond to any ad hoc information requests from among the donor community, in close coordination with the project committees.
  6. Ensure systematic monitoring and evaluation (M&E) of project activities as well as proper utilization of standard operating procedures, manuals, guidance notes, M&E tools and methodologies in the implementation of project activities and identify and implement improvements in project delivery and coordination.
  7. Participate in relevant conferences, workshops, steering committees, policy and technical working groups, as well as other forums to ensure proper coordination of project activities.
  8. Liaise with donors, government officials and partners on migration issues.
  9. Represent IOM Chad in meetings and coordinate with relevant governmental institutions, project partners and donors.
  10. Assist the Chief of Mission and the Head of Programmes in IOM’s contribution to the Sahel strategy especially in the field of security.
  11. In coordination with the Project Development Officer and the Head of Programmes, develop project proposals in migration management.
  12. Perform such other duties as may be assigned.

****Technical****

*Required Qualifications and Experience*
****Education****
  • Master’s degree in Law, Political Science, Social Science, Human Rights, International Relations or a related field from an accredited academic institution with five years of relevant professional experience; or
  • University degree in the above fields with seven years of relevant professional experience.
****Experience****
  • Experience in managing, implementing and monitoring migration-related projects in fragile post-conflict environments;
  • Thorough knowledge of the do-no-harm framework;
  • Demonstrated knowledge and experience in border management projects, from both operational and policy perspectives, including but not limited to familiarity with intelligence development and analysis, document fraud and identity management, standard operating procedures at the border and in-country, the operation and management of Border Management Information Systems and crisis and risk management;
  • Knowledge of IOM/UN rules and regulations concerning procurement, reporting and public information;
  • Experience in managing projects funded by the Government of Japan is an advantage;
  • Previous working experience in a diverse and challenging multicultural work environment;
  • Previous working experience in Chad preferably in managing both emergency and post-emergency projects;
  • Experience working with government counterparts is advantageous;
  • Knowledge of migration issues in Chad is an advantage;
  • Willingness to travel to remote areas.
****Languages****
Fluency in English and French is required. Working knowledge of Arabic is an advantage.
