| INTRODUCTION The position is located in the ILO Decent Work Support Team for Eastern and Southern Africa and Country Office for South Africa, Botswana, Lesotho, Namibia and Swaziland (DWT/CO-Pretoria) in Pretoria. The key elements of ILO's overall HIV and AIDS in the World of Work strategy are ILO's partnership with regional institutions such as the African Union Commission (AUC) and its Regional Economic Commissions (RECs), the African Development Bank (AfDB), as well as ILO's collaboration with the UNAIDS Regional Support Teams for Eastern and Southern Africa, Middle East and North Africa and West and Central Africa. The Regional HIV and AIDS Specialist for the World of Work in Africa (Regional HIV and AIDS Specialist) will contribute to implementing ILO's strategy vis-à-vis these main regional partners and other relevant institutions, with a view to increasing ILO's visibility and impact in Africa within the context of the African Union's Abuja Plus 12 Declaration on HIV/AIDS, Tuberculosis and Malaria and the Common African Position (CAP) on the Post-2015 Development Agenda. Taking into account the priorities set by the Regional Office for Africa and the Programme and Budget Outcomes, the Regional HIV and AIDS Specialist will provide policy and programmatic guidance to the African Union Commission (AUC), and to other relevant regional institutions, as well as to the ILO Decent Work teams. He/she will ensure that the world of work actors are included in the design and the implementation of regional HIV responses. He/she will also build strong partnerships with the UNAIDS Regional Support Teams on AIDS to give visibility to the ILO's cosponsor role as lead agency for workplace programmes and private sector mobilization. | Description of Duties Specific duties In close collaboration with the Regional Programming Unit and the other Regional Technical Specialists based in the Regional Office for Africa, with the Decent Work Teams (DWTs) and the Country Offices in the region, the Regional HIV and AIDS Specialist will be responsible for: Policy guidance: 1. Influencing regional policies and strategies, particularly through the Africa Union's bodies and the Regional Economic Communities to ensure that the ILO's regional priorities such as social protection, women and youth employment and labour migration are integrated in HIV regional responses, 2. Supporting the African Union in reviewing, adopting and implementing the Protocol on "Integrating HIV interventions in African Union Commission's (AUC) Peace Support Operations", 3. Representing the ILO and providing guidance to regional initiatives and programmes at the level of the UNAIDS Regional Support Teams on AIDS located in South Africa, Senegal and Egypt, with the aim of enhancing the integration of the world of work into their priorities, 4. Collaborating with and providing policy advice to AIDS Watch Africa (AWA) - an advocacy and accountability platform for the response to HIV and AIDS, TB and Malaria in Africa (led by AUC and supported by UNAIDS), Programmatic guidance: 5. Providing guidance to ILOAIDS Decent Work teams for more coherence with national priorities, 6. Working with the DWT specialists and supporting them on ways to mainstream HIV and AIDS into relevant areas of ILO's work, including youth and women's employment, social protection and labour migration, 7. Supporting the African Union in implementing its workplace policy on HIV and AIDS adopted in 2011, 8. Providing technical and strategic support to ITUC Africa and OATUU around regional level events or programmes related to HIV and AIDS, as well as to Business Africa (Employers' Confederation) to assist and mobilize employers in the HIV and AIDS response, Advocacy: 9. Advocating for and giving visibility to the Getting to Zero at Work campaign in regional fora, 10. Supporting the roll-out of the joint ILO-UNAIDS VCT@Work Initiative that seeks to reach 5 million workers worldwide by the end of 2015, through strengthening partnerships with Africa Union, OATUU, ITUC Africa and Business Africa, 11. Analysing and researching the regional epidemic in terms of trends, investments and responses, and highlighting strategic entry points for ILO responses, Resource mobilization and partnership building: 12. Nurturing relationships and contacts with regional donors and institutions such as the AfDB to design regional programmes focusing on: access to HIV/TB services through the workplace; key economic sectors and vulnerable workers left behind; high Impact Countries as defined by UNAIDS, cross-border corridor areas. These specific duties are aligned with the relevant ILO generic job description, which includes the following generic duties: 1. Design and promote a wide range of special subject-matter-related programmes, This involves: re-analysis of complex or conflicting data, statistics and information or policy guidelines, in a manner requiring the advanced application of principles of a recognised technical specialisation. 2. Develop and review an institutional framework, in which social partners can best improve, implement and evaluate efficient and equitable ILO action programmes. 3. Provide policy advice to ILO's constituents on institutional strengthening, the application of ILO standards and the promotion of technical cooperation activities. 4. Formulate and submit project proposals and seek funding. 5. Evaluate the efficiency and effectiveness of the project activities. 6. Undertake technical advisory missions independently or in collaboration with Multidisciplinary Teams. 7. Conduct seminars, workshops and technical meetings and training courses. 8. Prepare draft recommendations and guidelines for discussion and adoption as ILO Recommendations or Conventions on related technical fields. 9. Write manuals and/or training guides on related topics. 10. Recruitment is normally made at the initial step in the grade.
