COMPANY PROFILE:
International Business & Technical Consultants, Inc. (IBTCI), a U.S. based international development consulting company established in 1987, has worked in over one hundred countries and has implemented over two hundred projects. IBTCI has served governments, private sector companies and several donor agencies in the practice area of Monitoring & Evaluation (M&E) across many sectors including health, education, environment & economic development and crisis, conflict & governance.
POSITION DESCRIPTION:
IBTCI is currently seeking a Research firm to support a Performance Evaluation and Needs Assessment of Supporting Communities Affected by the Lord’s Resistance Army in Central Africa program.
The purpose of this study is to inform future programming in LRA-affected areas by: (1) assessing and mapping community needs, (2) testing the theory of change of existing and previous U.S.-funded C-LRA programming, and (3) providing program recommendations based on the first two tasks. The assessment will be conducted the Central African Republic (CAR), eastern Democratic Republic of Congo (DRC), and the Republic of South Sudan (RoSS). Exact RoSS community locations/geographic scope will be determined by which areas can be safely accessed at the time of the assessment's launch.
IBTCI will use a multi-stage sampling strategy to select a representative sample of 18 communities—nine from CAR and nine from DRC. The respondents (communities) will be stratified by the following notional parameters:
  1. Based on information gleaned from the LRA Crisis Tracker, the following communities were proposed. Haute-Mbomou: Zemio, Banangui, Djema, Mboki and Bassigbiri (near Obo); Mbomou: Bangassou, Rafai, Agoumar and Lougba; Haute-Uele: Doruma, Kpaika (near Duru), Nambia (north of Niangara and south of Bangadi) and Faradje; Bas-Uele: Bondo, Ango, Digba, Bili and Disolo.
  2. Status of conflict: post-conflict (within the last five years), current conflict, no conflict.
  3. Crisis type: Civilian death, abductions, civilian injury, displacement, looting, LRA encounter and returnee
RESPONSIBILITIES/QUALIFICATIONS:
The responsibilities of the Local Research firm/company include, but are not limited to, the following:
  • Hold up to 18 Focus Group Discussions (FGDs) with community members;
  • Support locally-hired data collectors; and
  • Develop FGD guides, with one unified guide to be developed for all respondent groups.
REQUIREMENTS:
  • Organize, conduct, facilitate, and report on 18 FGDs (9 in CAR communities; 9 in DRC communities);
  • Two local interpreters for IBTCI personnel;
  • Two mid-level evaluation specialists fluent in local language and familiar with region to support FGDs and IBTCI teams, one for each of the 2 FGD in CAR and DRC;
  • Support with logistics
