| INTRODUCTION The position will be located in the ILO's Regional Office for Africa (RO-Africa), in Addis Ababa, Ethiopia. RO-Africa has overall political and management responsibility for the operations of the ILO's network of country offices and Decent Work Technical Support Teams (DWTs) in the African Region, providing strategic guidance and support to the promotion of ILO's principles and policies. RO-Africa is responsible for the ILO's collaboration with regional institutions such as the African Union Commission (AUC) and Regional Economic Commissions (RECs), the African Development Bank (AfDB), and the UN Economic Commission for Africa (UNECA). The Senior Economist will contribute towards development of the ILO's strategic direction and collaboration on economic and social issues vis-à-vis these main regional partners, and any other relevant institutions, particularly with the aim of strengthening the ILO's engagement in fragile states and Least Developed Countries (LDCs) and within the context of the Millennium Development Goals and the Post-2015 Development Agenda. The Regional Senior Economist will report to the Regional Director and receive technical guidance from the Research Department of the Knowledge Resource Centre at ILO Headquarters. N.B.: While the position is currently based in Addis Ababa (Ethiopia), it will be moved to Abidjan (Cote d'Ivoire) in the context of the forthcoming relocation of the Regional Office, within a timeframe to be further determined. | Description of Duties Specific duties: In close collaboration with other regional specialists based in RO-Africa, Decent Work Technical Support Teams and Country Offices in the region, and with relevant departments at ILO Headquarters, and other key counterparts: 1. Design, manage and conduct regional, multi-country and inter-sectoral research activities, including teams of researchers as appropriate, and policy analysis of strategic social and economic issues in LDCs and fragile settings, with the particular aim of developing an ILO "package" of services to LDCs and fragile states in the African region. 2. Coordinate analysis and assessments of economic trends and developments in the countries of the region, particularly those classified as LDCs and fragile states, which have a direct impact on the implementation of strategies, policies or programs promoting employment, social protection, inclusive economic growth, and poverty eradication. 3. Be responsible for coordinating ILO's technical contributions to the African Union Commission (AUC), and to any other relevant regional institutions, particularly in support of frameworks addressing LDCs and fragile states. 4. Contribute substantively to the ILO's knowledge base on social and economic trends and developments, particularly in LDCs and fragile states, by preparing regular reports for use by RO-Africa, DWTs and COs in the region. 5. Establish and build close relations and strategic partnerships with regional organs, such as the African Union Commission, African Development Bank, United Nations Economic Commission for Africa and other multilateral agencies involved in fragile settings, socio-economic and labour market policies with a view to raising ILO's visibility and mainstreaming decent work in strategies and policies. 6. Actively lead and participate in programme design, including concept notes for resource mobilization, at regional and sub-regional levels, with a focus on promoting employment opportunities and livelihoods, as well as provision of basic levels of social protection in fragile settings. 7. Represent the ILO, as appropriate, in senior level policy discussions on fragile states and socio-economic recovery with government counterparts, social partners, regional and multilateral partners. 8. Act as advisor to the Regional Director on economic issues, including preparing policy briefs for the Regional Director's participation in relevant high-level fora and represent the Regional Office in conferences as instructed by the Regional Director. Draw on the technical expertise available in the different ILO offices in the region and ensure consistency of information regarding regional policies, practices, data and statistics. 9. Carry out other relevant duties and responsibilities as may be assigned by the Regional Director. These specific duties are aligned with the relevant ILO generic job description, which includes the following generic duties: 1. Lead, organize, plan, supervise and control the work of a technical unit (including managerial functions). 2. Design and promote a wide range of special subject-matter-related programmes. This involves analysis of complex or conflicting data, statistics, information or policy guidelines in a manner requiring the advanced application of principles of a recognized technical specialization. 3. Develop and review an institutional framework, in which social partners can best improve, implement and evaluate efficient and equitable ILO action programmes. 4. Assume full responsibility for policy formulation and providing policy advice to ILO's constituents on institutional strengthening, the application of ILO standards and the promotion of technical cooperation activities. 5. Develop project design, review proposals, formulate, revise and submit project proposals and negotiate funding. 6. Evaluate the efficiency and effectiveness of project activities. 7. Lead technical advisory missions. 8. Conduct seminars, workshops and technical meetings. 9. Prepare recommendations and guidelines for discussion and adoption as ILO recommendations on related technical fields. 10. Write manuals and training guides on related topics. 11. Disseminate information on action programmes through publications and press releases as well as ensuring representation at donor meetings, international, regional and national fora and advocacy campaigns. 12. Monitor and coordinate research carried out by junior technical officers and external collaborators. 13.
