General introduction:

The following are eligible to apply:

Staff members with at least five years of continuous service with the Office are encouraged to apply and will be given special consideration at the screening and evaluation stage.

In accordance with the Staff Regulations and letters of appointment, successful candidates for positions in the Professional category would be expected to take up different assignments (field and Headquarters) during their career, the desirable length of an assignment in any specific position being two to five years, following which the incumbent should be willing to move to another assignment and/or duty station.

Within the context of the Office's renewed efforts to promote mobility, staff members seeking mobility are encouraged to apply to vacancies. Mobility will be given special consideration at the screening and evaluation stages.

The specific language requirements for this position are detailed hereunder. Candidates whose mother tongue is not one of the ILO working languages (English, French and Spanish) shall possess a fully satisfactory working knowledge of at least one of the working languages in order to apply. If appointed, and if so required as per the position requirements, they may be required to acquire a working knowledge of a second working language during their initial years of service in the Office.

INTRODUCTION
The position is located in the Evaluation Office (EVAL). EVAL implements the ILO evaluation policy by independently evaluating ILO strategies, policies and programmes, high-level projects and thematic topics. It has direct responsibility for conducting independent evaluations of major ILO programmes and strategies, including Decent Work Country Programmes. Structurally the Evaluation Office reports directly to the Director-General's Office.

EVAL works with ILO departments, regions and external partners to disseminate evaluations, lessons learned and good practices. EVAL makes evaluation findings and lessons learned from evaluations accessible to target audiences in a user-friendly way. EVAL maintains the body of evaluation work in the ILO to ensure its widespread availability. It also has responsibility for conducting independent evaluations specially called for by the Director-General and the Governing Body. EVAL is responsible for monitoring and reporting to the Director-General and the Governing Body on the implementation of high-level evaluation recommendations and related management responses. It also acts as the secretariat to the Evaluation Advisory Committee. EVAL ensures that evaluation in the ILO is in line with international standards and good practices. The position will report to the Director of EVAL.
Description of Duties
Duties

1. Responsible for the review, analysis and interpretation of data on ILO activities with a view to managing, conducting or supporting high-level evaluations for both country-level evaluations, strategy evaluations and ad-hoc thematic evaluations.

2. Provide high-level support and advice to regional and HQ based evaluation officers or focal points on the identification of appropriate data collection methodologies, coherent evaluation design and quality control.

3. Enhance and support the work of internal evaluation networks and strengthen collaborative links between centralized evaluation staff. Provide guidance and advice on the application of internal procedures and guidance documents.

4. Provide input to management on work plans and drafts inputs for reports and presentations to the Evaluation Advisory Committee, Governing Body and other forums as required.

5. Conduct research projects on evaluation topics and writes articles and reports.

6. Participate in field missions for evaluations and functions as a team member.

7. Participate in identifying priorities and needs and propose new approaches or changes in activities or resources.

8. Participate actively and promote capacity building in evaluation work within the Organization. Draft new guidelines for evaluation work with a particular emphasis on impact evaluation and conduct information events and training workshops as required.

9. Represent the Evaluation Office in international conferences and workshops.

10. Establish relations and ensure effective collaboration with appointed technical departments and regions on evaluation.

11. Oversee the work of consultants for important thematic evaluations as requested by Director.
Required Qualifications
Education
Advanced university degree in economics, social science, international development studies or other relevant field.
Experience
A minimum of seven years of professional experience in the evaluation or design/implementation of technical cooperation programmes, of which at least five years is at the international level.

Excellent command of English or French. Very good working knowledge of the other language.
Competencies 
In addition to the ILO core competencies, this position requires:

Technical competencies - Knowledge of technical cooperation and development projects and evaluation requirements. Ability to communicate effectively both orally and in writing. Ability to clarify and synthesize information. Ability to work on own initiative as well as a member of a team and ability to deal with people with diplomacy. Good knowledge of the role and operations of ILO and other UN agencies in the field of development. Good knowledge of project administration and international evaluation standards, procedures and internal guidelines. Ability to provide support and advice to regional and centralized focal points on evaluation guidelines. Ability to perform a variety of conceptual analyses required for conducting evaluation of technical cooperation projects. Ability to justify requirements and approaches to problem resolution to improve the efficiency, relevance and usefulness of centralized and decentralized evaluations. Sound knowledge and familiarity with international organizations, government institutes and stakeholders responsible for technical cooperation and Knowledge on socio-economic conditions in relevant countries and regions. Demonstrated advanced evaluation skills and experience performing complex analyses on a wide range of issues, including the assessment of needs and policies and identifying priorities for the evaluation of projects and strategies. Ability to act as a team member for complex evaluations and approve processes and reports for simple or moderately complex project evaluations. Excellent trouble-shooting and problem solving skills. Knowledge of Office's financial rules and regulations Ability to provide guidance and training to staff members.

Behavioural competencies - Acts according to the standards of ethical conduct for evaluators, including policies on receiving and giving gifts, conflicting financial interests, outside employment activities, misuse of position, impartiality in performing official duties and related statutory authorizes. The ability to work in a multicultural environment and gender-sensitive behaviour and attitudes are also required.
Additional Information:
Evaluation (which may include one or several written tests and a pre-interview competency-based assessment centre) and the interviews will tentatively take place between May and August 2015. APPENDIX II CONDITIONS OF EMPLOYMENT
- Any appointment/extension of appointment is subject to ILO Staff Regulations and other relevant internal rules.
- The first contract will be issued for a twelve-month period (for Geneva-based positions) and a twenty-four month period (for non Geneva-based positions)
- A successful external candidate will be on probation for the first two years of assignment.
- Any extension of contract beyond the probation period is subject to satisfactory conduct and performance.

Please note that the above salary levels are determined according to the criteria established by the International Civil Service Commission. The ILO is international public sector employer and salary and other employment conditions are not negotiable.

Other allowances and benefits subject to specific terms of appointment:
  • Children's allowance (except for the first child if the dependent rate of salary is paid in respect of that child);
  • Children's education grant (per child per year);
  • Pension and Health Insurance schemes;
  • 30 working days' annual leave;
  • Assignment Grant;
  • Entitlement to transport expenses of personal effects;

Salaries and emoluments are exempt from taxation by the Swiss authorities and, on the basis of international agreements or national law relating to presence or residence abroad, are generally exempt from taxation by other governments. In the absence of exemption, in most cases tax paid will be reimbursed in accordance with an ILO document which will be supplied upon request.

While the successful candidate will be initially working in Geneva, he/she may be assigned to any duty station designated by the Director-General of the ILO.
