Overview:
Management Sciences for Health (MSH) is seeking candidates for a USAID-funded program to build capacity of local non-governmental and civil society organizations in Mali. MSH will focus its technical assistance to one local Social Behavior Change Communications/Social Marketing (SBCC-SM) organization and strengthen its capacity to deliver high impact health services and products through improved leadership, management and governance. In addition, MSH will support the Government of Mali (GOM) and its Ministry of Health (MOH) communications agency (Centre National d’Information, d’Education et de Communication pour la Santé - CNIECS) by strengthening its capacity in strategic planning, M&E, leadership and coordination of national stakeholders to increase its capacity to design, deliver, and evaluate nationwide SBCC messages and interventions.
The full-time Organizational Development Technical Advisor will represent MSH on the implementing consortium and provide onsite technical assistance on a daily basis to the local SBCC and SM entity as well as to the CNIECS and women health care workers groups for the duration of the project. The project will specifically work to improve the capacity of local SBCC and SM entities in the following areas: Governance; Organizational Planning and Resource Mobilization; Financial Management and Administration; Grants Management; Human Resources; Project Management; Advocacy; Communications; Monitoring and Evaluation (M&E); Information Systems (IS). The technical advisor will also coordinate the short- term technical assistance missions required to introduce and implement MSH’s capacity assessment and leadership and organizational development tools and strategies.
Responsibilities:
- Serve as MSH’s representative on the Mali Social Behavior Change Communications/Social Marketing Program and as the project’s expert on organizational development
- Oversee the implementation of organizational development and institutional strengthening technical assistance to local SBCC and SM entities as well as to the CNIECS and women health care worker groups including planning, organization and scheduling.
- Provide guidance in identifying emerging areas of need for capacity building and training, integrating priorities in the context of field realities and donor interests.
- Define technical assistance needs to ensure acquisition and delivery of high quality short-term technical assistance and respond to technical assistance inquiries from implementing partners.
- Develop training curriculum as needed in the area of organizational development, leadership, management and governance.
- Manage the development of a centrally organized knowledge system to promote the understanding and use of capacity building best practices. Collect, organize, and share best practices. Develop criteria for data collection, revision and organization.
- Disseminate information to target audiences about capacity building best practices, utilizing best practices to promote adoption of capacity building approaches, as well as ensuring the retention of knowledge retention.
- Coordinate MSH’s institutional strengthening technical assistance with international and local partners and enhance synergy between different components and providers of technical assistance.
- Prepare regular and ad hoc reports on technical assistance including case studies and Success Stories.
- Provide oversight on the documentation and dissemination of technical assistance results in collaboration with relevant project experts.
- Ensure the timely achievement of institutional strengthening components of the project workplan.
Qualifications:
- Advanced degree in Organizational Development, Public Health, Health System Strengthening, Social Sciences or other development-related field is required.
- At least ten (10) years of professional-level experience designing, implementing and managing programs in the West Africa region with substantial knowledge and experience building capacity for NGOs and CSOs.
- Experience working with USAID or USAID-funded health programs is highly desirable.
- Significant experience in local governance/public administration including capacity development of civil society organizations.
- Proven, effective leadership and communication skills. Superior ability in developing effective interpersonal relationships, negotiation and conflict management.
- Proven, superior facilitation, presentation and interpersonal skills with demonstrated success in promoting multi-organizational collaboration.
- Proven ability to demonstrate initiative, self-motivation and a commitment to lead and work with a diverse team.
- Excellent written and oral communications and presentation skills in both English and French.
