Deputy Project Director/Senior Capacity Building Advisor and Manager

MSH seeks a Deputy Project Director for an anticipated Centers for Disease Control and Prevention (CDC) proposal in Tanzania. The Tanzania Institutional Capacity Building (TZ-ICB) Project provides institutional capacity assistance to U.S. Department of Health Human Services (HHS)-funded local partners. This assistance is primarily in developing leadership, management and planning capacity in order to support high-impact, sustainable programs to respond to the HIV/AIDS epidemic and other health challenges in the United Republic of Tanzania (URT). The goal of ICB-TZ is to strengthen the leadership, governance and management of local partners, including the Ministry of Social Welfare (MOHSW), National Aids Control Program (NACP), Zanzibar AIDS Control Program (ZACP), National Institute for Medical Research (NIMR), National Blood Transfusion Services (NBTS) and the National Tuberculosis and Leprosy Control Program (NTLP).
The Deputy Project Director serves a dual role – as technical subject matter expert on leadership, management, and institutional capacity building and as a manager of project work and select staff. Under the guidance of and reporting to the Principal Investigator, the Deputy Director will hold overall responsibility for managing, designing, coordinating and implementing all CB/OD project activities. As such s/he will lead and manage a team of technical advisors who are responsible for the delivery of technical assistance (TA) in organizational capacity building in the areas of management and leadership to all project partners. The Deputy will design and implement capacity building programs for all client organizations; supervise M&E, assure quality; manage, support, and supervise consultants; and ensure continuous quality improvement.
The Deputy will provide support to, or identify qualified TA providers to support, local partners in basic leadership and management capacity development, including but not limited to: human resource management; strategic planning; monitoring, evaluation and reporting; new business development; and, other management and leadership areas as needed.
The Deputy is aware of and adheres to MSH procurement integrity standards in all activities. The position may require domestic travel up to 25% of the time.
Specific Responsibilities
  1. Ensure that ICB-TZ develops, implements, and disseminates a strategy and practical approaches for optimizing capacity building for stronger national organizations to address HIV/AIDS.
  2. Supervise and oversee the work of select Technical Advisors to ensure that the work of the project and technical areas is well coordinated with core and field support work staff.
  3. Work with the Principal Investigator to develop and nurture positive coordination and collaboration among staff.
  4. Participate in project management (budgeting, report writing and management of direct reports)
  5. Facilitate and coordinate organizational reviews and provision of technical assistance to organizations in human resource management, strategic planning and continuous quality improvement, and other priority management capacity building needs identified by donors or client organizations.
  6. Assist in the coordination of short term technical assistance (STTA) and the local consultant network that will provide targeted TA to client organizations.
  7. Design and provide Leadership and Management training, coaching and mentoring to clients, including senior leaders in the Ministry of Health and Social Welfare (MOHSW)
  8. Work with the M&E Advisor to define specific, quantifiable performance indicators and targets for programs and reporting results. Support the M&E Advisor in internal monitoring and evaluation, and provision of monitoring technical assistance to client organizations.
  9. Coordinate with the Finance and Business Manager to provide finance and business management capacity building to client organizations.
  10. Ensure that the work-plan is technically sound and concurrent with the technical areas of leadership and management and institutional capacity development.
  11. Work with the Principal Investigator to ensure that the project has adequate staff to carry out high-quality work and that staff are recruited and hired in accordance with state, federal, donor, and MSH requirements.
  12. In partnership with the Project Director, meet regularly with CDC and other stakeholders to share progress, accomplishments, and challenges. Consult regularly with CDC on current and future strategic direction.
  13. Ensure that lessons learned are shared with CDC.
  14. Represent the project in periodic seminars and conferences to share and disseminate experiences among key actors in Tanzania, in the public and private communities.
  15. Supervise and guide project staff as appropriate.
Qualifications
  1. Masters Degree in public health, organizational development, management or equivalent.
  2. At least 7 years of experience in providing organizational development technical assistance in the public and/or private sector in Tanzania.
  3. Demonstrated ability and experience in training and capacity building of individuals and teams in developing countries.
  4. Strong skill set in management and leadership development improvements in developing countries and crafting organizational development capacity building plans and technical assistance approaches and tools.
  5. Experience interacting with government institutions and civil society organizations in Tanzania.
  6. Demonstrated competence to assess priorities and manage a variety of activities in a time-sensitive environment and meet deadlines with attention to detail and quality.
  7. Strong interpersonal and team building skills are required.
  8. Excellent written and oral communication skills (English and Kiswahili)
  9. Ability to travel domestically as required.
