HIV Care and Treatment Advisor

The overall ICAP project goal is to support the South Sudan Ministry of Health to rapidly expand HIV/AIDS prevention, care and treatment interventions and reduce HIV/AIDS related morbidity and mortality in South Sudan, through the provision of technical assistance to the country’s HIV/AIDS prevention, care and treatment plans and initiatives.
The HIV Care and Treatment Advisor will be responsible for the technical design, planning and implementation of activities aiming at increasing the uptake and quality of ART Program in South Sudan. S/he will follow continuous quality improvement approach including health facility assessments, develop joint work plans and provide technical support as needed to ensure the successful implementation of interventions at supported ART sites. In addition, the HIV Care and Treatment Advisor will provide technical assistance to establish protocols for HIV/AIDS care and treatment services that are consistent with the national HIV/AIDS plan in South Sudan. This position will be based in Juba, and will require extensive travel to different ART facilities throughout South Sudan.
This position is grant funded.
Location: Juba, South Sudan
Major Accountabilities
  • Spend 80% his working time at the ART facilities supported by ICAP in South Sudan.
  • Build capacity of health facility personnel in the areas of technical planning, management, monitoring and evaluation of HIV care and treatment, including TB/HIV.
  • Provide direct technical assistance to health care facilities supported by ICAP. Such assistance include clinical mentoring, strengthening monitoring and evaluation and information system, facilitation of community linkages, patient flow analysis, improvement of adherence support system, development or improvement of referral system, etc.
  • Address clinical mentorship by means of:
  • One to one observation and case discussion with health care providers
  • Organizing case discussions and topic presentations to the multidisciplinary team and hospital staff
  • In collaboration with the facility management team, work on establishing facility resource center
  • Make self available for telephone consultation by the facility health care providers
  • Work on any innovative idea to deliver effective clinical mentorship
  • Ensure that ICAP-supported clinical care activities at ART sites conform to South Sudan’s national HIV care and treatment guidelines and ICAP standards.
  • Participate in national HIV Technical working groups.
  • Guide the development or refinement of materials related to HIV/AIDS care and treatment, including clinical guidelines, protocols, algorithms, drug formularies, training materials and monitoring and evaluation tools.
  • In collaboration with the facility management, establish facility Multidisciplinary teams and ensure their functionality.
  • Participate in the development of quarterly and annual plans and activity reports.
  • Actively participate in targeted program evaluation.
  • Perform other related duties as assigned.
Education
  • MD
Experience, Skills, And Minimum Required Qualifications
  • At least 2 years of experience in clinical management of HIV infection.
  • Strong program management skills and experience in diplomacy with donors and stakeholders.
  • Experience working in conflict/post conflict settings preferred.
  • Post graduate degree in internal medicine or infectious disease preferred.
  • Experience in clinical mentoring preferred.
  • Fluency in English (speaking, reading, writing).
  • Knowledge of local language is an asset.
