Monitoring and Evaluation Specialist

Position Overview:IBI International seeks a Monitoring and Evaluation Specialist to participate in a Human and Institutional Capacity Development (HICD) Analysis for the Moroccan Ministry of Education (MOE). This analysis will contribute to MOE's 15-year reform plan to improve the quality of educational service delivery.
Employment Location:Morocco
Period of Performance: The estimated level of effort for this assignment is 18 months starting in March 2016.
Specific Responsibilities: The consultant will report to IBI’s Project Management Unit and will be responsible for assessing Moroccan education institutions, leading and managing all M&E aspects of the HICD analysis. Consultant may also be expected to design and implement strategies or systems to enhance the institutions’ abilities to complete their monitor their progress and performance improvement. The consultant may develop and provide training as needed, or other capacity building interventions.
Required Qualifications:
  • A Bachelor’s Degree and at least ten (10) years of general experience in international development program implementation and review, including management of M&E programs for U.S. Government agencies, international donors, or international NGOs
  • At least four (4) years’ experience consulting overseas.
  • At least two (2) years’ experience consulting in the Middle East and/or North Africa.
  • Experience developing and implementing performance management systems for training or educational institutions; experience developing evaluation methods for training courses
  • Ability to work productively in highly collaborative settings while also able to function independently.
  • Demonstrated ability to interact professionally with and mentor culturally diverse staff & clients at all levels of seniority.
  • Fluency in both French and English as well as excellent oral and written communication skills.
Additional Preferred Qualifications:
  • A Masters’ degree, preferably in Statistics, Economics, International Development or related field, preferably with a strong emphasis on quantitative and qualitative research.
  • Certification in capacity building field: CPT, HPI, or other.
  • Fluency in Arabic
  • Consulting experience in Morocco
