Senior Technical Advisor – Capacity Building/Organizational Development (STA-CB/OD)

Overall Responsibilities:
MSH seeks a Senior Technical Advisor for an anticipated Centers for Disease Control and Prevention (CDC) proposal in Tanzania. The Senior Technical Advisor - Capacity Building/Organizational Development for the Tanzania Institutional Capacity Building (TZ_ICB) Project is funded by the Centers for Disease Control and Prevention (CDC) in Tanzania.Under the guidance of and reporting to the Principal Investigator, the STA – CB/OD will be responsible for designing, coordinating and implementing all CB/OD activities under the project. S/he will lead a team of technical advisors who are responsible for the delivery of technical assistance (TA) in organizational capacity building in the areas of management and leadership to all project partners. The STA CB/OD will design and implement capacity building programs for all client organizations; supervise M&E, assure quality; manage, support, and supervise consultants; and ensure continuous quality improvement. The position may require domestic travel up to 25% of the time.
Specific Responsibilities:
Facilitate and coordinate organizational reviews and provision of technical assistance to organizations in human resource management, strategic planning and continuous quality improvement, and other priority management capacity building needs identified by donors or client organizations. Assist in the coordination of short term technical assistance (STTA) and the local consultant network that will provide targeted TA to client organizations. Design and provide Leadership and Management training, coaching and mentoring to clients, including senior leaders in the Ministry of Health and Social Welfare (MOHSW). Coordinate with the Finance and Business Manager to provide finance and business management capacity building to client organizations. Represent the project in periodic seminars and conferences to share and disseminate experiences among key actors in Tanzania, in the public and private communities. Support the M&E Officer in internal monitoring and evaluation, and provision of monitoring technical assistance to client organizations. Participate in project management (budgeting, report writing and management of direct reports). Supervise, coach, mentor and guide project staff as appropriate.
Qualifications
Masters Degree in public health, organizational development, management or equivalent. Minimum of seven years of experience in providing organizational development technical assistance in the public and/or private sector in Tanzania is required. Demonstrated ability and experience in training and capacity building of individuals and teams in developing countries is desired. Strong skill set in management and leadership development improvements in developing countries and crafting organizational development capacity building plans and technical assistance approaches and tools. Experience interacting with government institutions and civil society organizations in Tanzania preferred. Ability to travel domestically as required.
