CASA-1000 Secretariat Country Coordinators- Afghanistan, Kyrgyzstan, Pakistan, Tajikistan

CASA-1000 Intergovernmental Council Secretariat Country Coordinators- Afghanistan, Kyrgyzstan, Pakistan, and Tajikistan
The CASA-1000 project (estimated at about US$1.1 billion) is designed to transmit 1,300 MW of summer surplus hydroelectric power from the Kyrgyzstan and Tajikistan to power-deficient Pakistan and Afghanistan.  It will be implemented through a set of commercial agreements and framework documents signed between the parties with construction of High Voltage DC and AC systems to be contracted in several packages. Procurement of CASA-1000 infrastructure packages has already commenced with a number of contracts, expected to be signed within the next few months.
The four CASA-1000 countries have created an Inter-Governmental Council to foster cooperation on the project. The IGC is responsible for discussing and deciding on strategic issues regarding the project, and for ensuring that the necessary steps are taken to implement it. To provide central coordination and high-level leadership in support of the CASA-1000 project, the IGC established the CASA-1000 IGC Secretariat.
The IGC Secretariat is planning to establish Country Offices in all four-member countries of the CASA-1000 project (Kyrgyzstan, Tajikistan, Afghanistan and Pakistan), to increase the efficiency of daily communications and interactions with the project implementation units (PIUs), government stakeholders, donor organizations and international financial institutions (IFIs) within each of the four countries.
USAID Central Asia is providing technical and financial support to the CASA-1000 IGC Secretariat under the Energy Links (EL) project (Contract Number AID-176-C-14-00004). ECODIT, LLC, who is the prime contractor for implementation of the EL project, is looking for a highly qualified individuals to assume the role of the IGC Secretariat Country Coordinators in each of the Country Offices.

Qualifications- Afghanistan
  • Minimum of ten years of experience working in the Afghanistan power sector is required. Relevant experience includes: top management employment by a governmental institution/ministry (e.g. a transmission/distribution company), and/or a top project management position with a donor organization or an IFI implementing a technical assistance or infrastructure project in the Afghanistan power sector
  • Minimum of five years of experience working for a governmental institution, an international donor organization or an IFI-funded technical assistance project in the Afghanistan power sector is required
  • Fluency in English (reading, writing, and speaking) is required. Working knowledge of Russian will be considered a plus
  • Knowledge of computer software for project management is essential
  • Excellent communication skills, both verbal and writing, are essential
  • Experience in management/coordination and/or in monitoring/evaluation of complex cross-border power projects (preferably in the area of high-voltage transmission line construction) will be considered a significant plus.
The post for this position will be Kabul, Afghanistan. The job will require intensive and frequent in-country travel, as well as travel to other countries/locations to participate in IGC/JWG meetings or other events/meetings related to CASA-1000 project as required.

Qualifications- Kyrgyzstan
  • Minimum of ten years of experience working in the Kyrgyzstan power sector is required. Relevant experience includes: top management employment by a governmental institution/ministry (e.g. a transmission/distribution company), and/or a top project management position with a donor organization or an IFI implementing a technical assistance or infrastructure project in the Kyrgyzstan power sector
  • Minimum of five years of experience working for a governmental institution, an international donor organization or an IFI-funded technical assistance project in the Kyrgyzstan power sector is required
  • Working knowledge of English and fluency in Russian (reading, writing, and speaking) are required
  • Knowledge of computer software for project management is essential
  • Excellent communication skills, both verbal and writing, are essential
  • Experience in management/coordination and/or in monitoring/evaluation of complex cross-border power projects (preferably in the area of high-voltage transmission line construction) will be considered a significant plus.
The post for this position will be Bishkek, Kyrgyzstan. The job will require intensive and frequent in-country travel, as well as travel to other countries/locations to participate in IGC/JWG meetings or other events/meetings related to CASA-1000 project as required.

Qualifications- Pakistan
  • Minimum of ten years of experience working in the Pakistan power sector is required. Relevant experience includes: top management employment by a governmental institution/ministry (e.g. a transmission/distribution company), and/or a top project management position with a donor organization or an IFI implementing a technical assistance or infrastructure project in the Pakistan power sector
  • Minimum of five years of experience working for a governmental institution, an international donor organization, or an IFI-funded technical assistance project in the Pakistan power sector is required
  • Fluency in English (reading, writing, and speaking) is required. Working knowledge of Russian will be considered a plus
  • Knowledge of computer software for project management is essential
  • Excellent communication skills, both verbal and writing, are essential
  • Experience in management/coordination and/or in monitoring/evaluation of complex cross-border power projects (preferably in the area of high-voltage transmission line construction) will be considered a significant plus.
The post for this position will be Lahore/Islamabad, Pakistan. The job will require intensive and frequent in-country travel, as well as travel to other countries/locations to participate in IGC/JWG meetings or other events/meetings related to CASA-1000 project as required.

Qualifications- Tajikistan
  • Ten years of experience working in the Tajikistan power sector is desirable. Relevant experience includes: top management employment by a governmental institution/ministry (e.g. a transmission/distribution company), and/or a top project management position with a donor organization or an IFI implementing a technical assistance or infrastructure project in the Tajikistan power sector. Experience in high-level coordination of infrastructure construction projects (preferably in the Energy Sector) with the national governmental institutions is desirable
  • Five years of experience working for a governmental institution, an international donor organization or an IFI-funded technical assistance project in the Tajikistan power sector is desirable;
  • Fluency in English and Russian (reading, writing, and speaking) is required;
  • Knowledge of computer software for project management is essential;
  • Excellent communication skills, both verbal and writing, are essential;
  • Experience in management/coordination and/or in monitoring/evaluation of complex cross-border power projects (preferably in the area of high-voltage transmission line construction) will be considered a significant plus.
The post for this position will be Dushanbe, Tajikistan. The job will require intensive and frequent in-country travel, as well as travel to other countries/locations to participate in IGC/JWG meetings or other events/meetings related to CASA-1000 project as required.
