INTRODUCTION The position is located in the Labour Administration, Labour Inspection, Occupational Safety and Health (LABADMIN/OSH) Branch of the Governance and Tripartism Department (GOVERNANCE). GOVERNANCE develops advice on labour laws and assistance on labour law reforms based on ILO conventions and recommendations. It provides state-of-the-art technical support and capacity-building to labour ministries and assists labour inspectorates to build capacity and develop strategies to achieve compliance with labour laws, including occupational safety and health laws. It advocates and helps constituents to build strong and functional institutions and processes for social dialogue. LABADMIN/OSH is responsible for strengthening workplace compliance through labour inspection and promoting awareness of the dimensions and consequences of occupational fatalities, injuries and diseases and to provide support to national efforts to improve national occupational health frameworks, policies, systems and programmes that foster a safety and health culture of prevention at the national and enterprise level. Description of Duties Specific duties 1. Conduct research and analysis involving the application of principles of law to complex administrative, substantive and procedural compliance problems of significant intricacy, making use of analytical and technical qualitative and quantitative assessment tools, to develop innovative workplace compliance strategies and related methodologies, tools, materials, and training. 2. Develop, implement and direct innovative workplace compliance strategies and related methodologies, tools, materials and training, including regulatory and public policy interventions such as strategic inspection planning, mapping tools, and methodologies for diagnosing compliance issues, for use in global, regional, and country specific contexts. 3. Conduct research and analysis on supply chains to understand corporate governance, contracting and proprietary relationships, production processes, business structure, financial management, work force, industry trends, and regulatory or legal requirements to operate in a certain industry such as specialized licensing, insurance or oversight. Develop and implement innovative workplace compliance strategies for supply chains and related methodologies, tools, materials and training 4. Design and implement impact assessment methodologies to evaluate, monitor, and improve Branch programs, projects and activities, workplace compliance strategies, and the use in practice of related tools and methodologies such as through controlled trials, surveys, and other means of evaluation. 5. Conduct research, develop practical needs and capacity assessment tools, and manage the integration of new technologies in conducting investigations, managing inspection workloads, collecting and utilizing data, and disseminating information, training, and tools to constituents. 6. Draft and review labour laws and regulations and develop guidance and training on adjudicative systems and processes related to the resolution of labour inspectorate findings of labour law violations. 7. Develop, manage and maintain networks, partnerships and collaborations with individual experts and knowledge institutions necessary to support Branch programs, projects and activities and the development of strategies, tools, methodologies and other products. 8. Engage in and ensure effective communication and coordination between technical cooperation projects, field offices and the Branch, on the design, implementation and assessment of programs, projects, and activities. 9. Act as the liaison for the research, analysis, design, implementation and assessment of products across other ILO Divisions, Branches and Units. 10. Perform any other duty as may be assigned by the Chief of Branch. Design and promote a wide range of special subject-matter-related programmes, This involves: re-analysis of complex or conflicting data, statistics and information or policy guidelines, in a manner requiring the advanced application of principles of a recognised technical specialisation. 2. Provide policy advice to ILO's constituents on institutional strengthening, the application of ILO standards and the promotion of technical cooperation activities. 4. Undertake technical advisory missions independently or in collaboration with other specialists. 7. Conduct seminars, workshops and technical meetings and training courses. 8. Write manuals and/or training guides on related topics. 10. Disseminate information on programmes through publications and, press releases, as well as ensuring representation at donors' meetings, international, regional and national fora and advocacy campaigns. 11. Monitor and coordinate research carried out by junior technical officers and external collaborators. 12. Provide technical inputs to office documents (sectoral meetings, technical committees, regional meetings and conference reports). 13.
