War Child Holland's programme in the D.R. Congo
War Child Holland's DRC Programme aims to promote child rights and improve psychosocial development opportunities for vulnerable children in Eastern Congo. The programme focuses on increasing marginalized children's attendance in formal and non-formal schools (literacy courses and vocational training) and community reintegration. War Child pays particular attention to the problem of gender based violence and economic exploitation. Target groups are ex child soldiers and other vulnerable children and youth. War Child Holland DRC relies on local organizations for the implementation of its programme and runs a programme of strengthening local capacities. We work in synergy with local and international organizations and governmental institutions. War Child Programme in D.R. Congo will support options for collaboration and exchange with War Child Holland offices in Uganda and Burundi.
The challenge
You ensure that supporting processes are running effectively and efficiently to enable programme staff and other stakeholders to carry out the War Child Holland Programme. As Security, Logistics & ICT Manager you ensure transparent and reliable processes and you generate management information for stakeholders. You manage logistics and ICT staff at the country office and you provide technical supervision to support staff in the different field locations. You report to the Country Director (CD). Next to the CD essential functional relations are with the Field Location Managers, sub-ordinate managers and with support departments at Head Office (HO) e.g. Field Operations Department (FOD), Procurement, and ICT department.
Responsibilities
1. Security Management

Delegated responsibility for security management throughout the programme and replaces the CD regarding security management in case he/she is absent;
Sparring partner for CD on all security issues;
Ensures all logistical aspects of security management (related to communication systems, vehicles, etc);
Monitors whether the security policy is adhered to by all staff and reports to the Country Director accordingly;
Supports the CD in the development and regular updates of the country security plan and supports the CD with the implementation of adjustments by relevant parties and adherence by all staff.

Enhances systems and guidelines for the logistics department of the mission on: procurement procedures, store control; equipment, radio & vehicle use and maintenance, fuel tracking, etc;
Reviews logistics manual and ensures logistics policy and guidelines are followed in all locations (as a delegated responsibility of the CD);
Directly responsible for procurement and management of supplies, vehicles, assets, stock, computers, server and communication (as a delegated responsibility of the CD);
Advises the CD and FLM on logistics management;
The Logistics Manager reports relevant developments on logistics in the field to the FOD at HO.

3. Information & Communication Technology
Responsible for management and maintenance of IT and communications (laptops, printers, telephone and other means related to Information and Communication Technology);
Responsible for up-to-date software to enable functioning of ICT-equipment;
Advises the CD and FLM on ICT;
Reports relevant developments on ICT in the field to the support department at HO.

4. Capacity building staff & local partners
Build capacity of the support staff in the country office through on-the-job training as well as trainings and workshops;
Indicates training needs and advices FLM on possible trainings for the support staff at the field locations;

5. Management of staff

Conducts appraisals, team development and discusses career perspectives with his/ her staff and provides input for appraisals of the support staff of the field locations;
Prepares terms of references for staff in his/her departments;
Reports to the Finance & HR Manager and the CD on HR issues within his/her departments.

* Proven experience in a similar position especially security management, logistics and ICT;
* A minimum of 5 years of relevant experience in a management position within an international NGO environment;
* At least 5 years of field experience in development countries and (post) conflict areas.
* Excellent coaching and leadership skills;
* Excellent level of English and French;
* Ability to plan and organize in order to make and execute a (tactical) policy plan in a structured manner;
* Ability to decide in tactical and operational issues;
* Ability to organize means and staff to reach goals (hands-on mentality);
* Ability to assess social/political situations and able to act in a diplomatic way in delicate situations;
* Result focused and persistent to reach goals;
* Team player to be able to manage and to be a member of a team;
* Cost-conscious to reach financial targets and guard budgets;
* Stress-resilient to be able to cope with deadlines and complex problems;
* Cultural sensitive;
* Child safety always comes first.
