The United Nations World Food Programme (WFP) is the world's largest humanitarian agency, fighting hunger worldwide. We are seeking to fill the position of Logistics Officer at the P4 level, based at our Country Office in Nazreth, Ethiopia.
Under the general supervision of the Head of Sub-office and with the functional guidance of the Head of Logistics Ethiopia, the Logistics Officer will be responsible for the following key duties:
- Provide leadership in specific technical areas of competence, i.e. warehouse and commodity management, fumigation, large scale re-bagging operations, air operations, freight forwarding, rail transport and , fleet management, etc;
- Define logistics strategy within the WFP policies and procedures and ensure effective integration of air, sea and surface transport operations, including coordination with other organizations in the area;
- For field based positions, organize, lead and participate in Logistics Cluster interagency meetings;
- Prepare logistics work plans;
- Manage logistics operations including all logistics assets in order to ensure timely and cost-effective delivery of WFP cargoes;
- Responsible for all operational transport matters arising in the country of assignment in accordance with the corporate standards, i.e. arrange for transport related contracts, including agency agreements, implement and administer air operations, etc;
- Gather market intelligence through research and networking to improve the knowledge basis in WFP;
- Ensure effective Landside, Transport, Storage and Handling (LTSH) management including project budgetary review and regular LTSH reviews;
- Prepare the reports for the Committee of Commodity Transport Insurance (CCTI);
- Manage FPF Forward Purchase Facility (FPF) bonded stocks;
- Cash and Vouchers reconciliation and+ retailer assessments;
- Handle a large re-bagging operation for airdrops
- Handle Special , Nnutritional fFoods and
- Handle large quantities of P4P Purchase for Progess (P4P) cereals;
- Contribute to project documents, including LTSH computation and other budgetary issues, with special attention for sSpecial oOperations;
- Identify and, mobilise resources and, implement and report on special logistics operations;
- Ensure that risk analysis/management and emergency logistics preparedness is timely undertaken and adequately reflected in the cContingency plan and periodically. Periodically monitor the management of risks and report on any actions taken;.
- Ensure that Logistics Capacity Assessments (LCA) are carried out in a timely manner;
- Ensure that accurate and complete accounting, reporting and internal control systems are functioning and that all relevant records are regularly maintained;
- Advise on logistics management and structures and staffing levels;
- Supervise staff and ensure that all staff are adequately trained in order to achieve high working standards;
- Develop comprehensive training programs as required including for cooperating partners;
- In collaboration with other WFP Offices, plan and maintain the commodity pipeline and advise on any needs for commodity reallocation;
- Responsible for the management of the WFP warehouse(s);
- Ensure that WFP standard systems are properly maintained at warehouses;
- Ensure effective food commodity and non-food items (NFI) management;
- Monitor the quantity and quality of food commodity(ies) and NFIs stored, carry out regular commodity physical random checks/inventory of the warehouse and produce regular stocks reports;
- Ensure that WFP standard waybills are duly filled;
- Appoint, instruct and supervise a network of charter protecting agents at load and discharge ports in accordance with the agreed terms and conditions of the charter party and provide advice to the WFP appointed agents and the country offices as required;
- Perform other related duties as assigned.
Qualifications & Experience Required
Education:
- University degree in Business Administration, Engineering, Computer Science, Statistics, Economics (preferably Transport Economics), Quality Assurance or Management related to the area of work, i.e. air transport and/ or surface transport.
Experience:
- At least eight years (three3 of which international) of postgraduate progressively responsible professional experience in sea, air or surface transport of whichwith at least two or more years of experience related to the field of work, i.e. safety and quality assurance programs, warehouse, fleet or air traffic management, chartering/shipping/port operations and at least three years or more closely related to humanitarian logistics operations or food aid related work;
- Demonstrated managerial experience;
- Experience with UN agencies or large international conglomerates preferable across procurement, logistics and/or supply chain activities..
Technical Skills & Knowledge:
- Knowledge of transport and commodity management practices and linkages with market-based interventions;
- Knowledge of transport performance management, risk and threat analysis, hub and spoke operations, transport network planning/design, transport market analysis, customs regulations, project design and implementation and comparative cost analyses;
- Sound knowledge of the Inter-Agency Standing Committee (IASC) cluster approach and what this means on a practical level to WFP regarding leadership as custodians of the logistics cluster;
- Ability to provide technical advice to managers;
- Training and/or experience utilising computers, including word processing, spreadsheet and other standard WFP software packages and systems. Ability to draft clear concise reports or rationale for logistic decisions on key issues;
- General knowledge of UN system policies, rules, regulations and procedures governing administration is desirable;

- Excellent interpersonal skills demonstrated by the ability to gain the assistance and cooperation of others in a team endeavour through the demonstration of technical leadership;
- Ability to deal patiently and tactfully with people of different national and cultural backgrounds.
Language:
- Fluency in oral and written English with an intermediate knowledge of another official UN language (Arabic, Chinese, French, Russian and Spanish) or Portuguese (one of WFP’s working languages).
