Business Administration Expert for Technical Assistance to Enhance WASCO’S Compliance to the Regulatory Regime in Lesotho

The global objective of this assignment is to contribute to access for Basotho and productive sectors to safe, affordable, equitable, sustainable and reliable water and sanitation services.

The specific objective of this consultancy is to provide technical assistance to WASCO to improve its performance through adherence to its licence requirements, improve compliance to regulatory stipulations, enhancing achievement of set quality of service and supply standards, and achieve optimal service tariffs for services rendered.

Qualifications Required Only the experts meeting the set criteria will be shortlisted and contacted.

Qualifications and skills
Senior expert with at least Master's Degree in Business Administration or any closely related field; or in its absence an equivalent level acquired through professional
experience (Bachelor's degree plus a minimum of 15 years professional experience).

Professional Experience Required

General professional experience
At least twelve (12) years of experience in the field of utility and services regulation of which experience in regulatory matters in water and sewerage disposal will be an
added advantage;

Experience with capacity building in the water sector;

Experience with management responsibilities in the operation of water utilities will be
a distinct advantage;

Demonstrated cross-cultural sensitivity;

Interpersonal, communication and negotiation skills;

Computer literacy, excellent report writing skills and ability to produce quality
documents;

Possesses very good analytical skills.

Specific professional experience
The Consultant must demonstrate a good understanding of the business environment
and business strategies of which water utilities will be an advantage;

Possesses good training qualities for an optimal transfer of knowledge in workshops
and on the job;

Thorough understanding of tariff setting mechanism and regulatory approaches;

Good understanding of processes determining ability and willingness to pay for water
and sanitation services.
