GIZ Programme: Sustainable water and sanitation in Mali
Implementation period: from August 2015, 33 months
The programme has 4 areas of activity:
1.Sector policy advisory services: on national level, Ministry MEEA, DNH and DNACPN
2.Institutional development of technical authorities: capacity building for DNH and the regional and local institutions (DRH and SLH)
3.Strengthening the capacities of municipalities: strengthening their role of maîtrise d’ouvrage in the water and sanitation sector
4.Sustainable operation of water and sanitation services: capacity building for the operators, implementation of a reliable audit system (the focus of this consultancy)
Consulting component (area of activity 4):
The focus of this component is to improve/ensure the conditions for sustainable operation of decentralized water infrastructure. Improved operation of water supply systems helps to reduce water losses as well as to protect them from contamination. Therefore operation, maintenance and repair services is analyzed and sought to be improved through targeted measures.
In addition to ensuring the professionalism of the operators - a reliable inventory of (water supply) infrastructure and the development of a mandatory, comprehensive regulatory mechanism is to be established. Parts of the regulatory function are taken from the technical and financial monitoring system (named STEFI = Suivi Technique et Financier). Based on the analysis of financial and economic viability of the water supplies and the determined reform requirements, this regulatory system will be based on an reformed action plan (part of activity area 1 of the programme). The aim is to establish for all communities in the country accessible and mandatory audit system. Required approaches to do this are through consulting/advising, concept development and resources, such as a new accreditation process, ensuring competition.
An analysis of the current operation is performed (for example, accounting, national standards). On this basis, a training programme adapted to the needs of operators and municipalities is developed and implemented at the regional level. This training programme is especially focused to ensure participation of female operative employees. The Services Locaux de l'Hydraulique and the Direction Régionale de l’Hydraulique as well as the staff on municipal level responsible for the supervision are included in the training programme in order to ensure extending their technical knowledge and enable them to fulfil their function as a multiplier.

Assessment of the current situation regarding the sustainable operation of decentralized water infrastructure and the audit system (STEFI) and its funding
Support to the municipalities regarding the planning, financing, implementation and steering of water and sanitation projects
Strengthening the capacities of performance-oriented operators (micro-enterprises and water user groups) – capacity building
In order to achieve this the Consultant will work on four levels:
On national level with the sector departments of the DNH,
On regional level with DRH and the decentralized structures (3 regions)
On district level (Cercle) with the SLH
On communal level with the municipalities and the respective supervising institutions (12 municipalities)

Management of the technical assistance of the consulting firm and the communication with the local beneficiary representatives
Fine-tune the activities with the program director of the project
Assessment of current situation regarding the sustainable operation of decentralized water infrastructure and the audit system
Close coordination of activities with the partners
Coordination of the three coordinators in Mopti, Koulikoro, Kayes;
Supporting the municipalities regarding the planning, financing, implementation and steering of water and sanitation projects (STEFI = Suivi Technique et Financier)
Developing training programme adapted to the needs of operators and municipalities
The quality of performance of the technical assistance provided;
Coordination of the interface with the other technical assistance programs, especially regarding data management and training formats / centers

Qualifications Required Only the experts meeting the set criteria will be shortlisted and contacted.
University degree in engineering or economics or similar relevant field of study
Professional Experience Required
-At least 10 years' professional experience in international development
-Proven teamwork and leadership experience of national experts of at least 5 years.
-Several years of experience in managing projects or programs of technical cooperation
-Experience in advising communities and the development of training systems
-Experience with implementing projects in conflict regions
-Knowledge of Capacity Works (usually these skills can be acquired through participation in the GIZ Capacity WORKS training)
-Excellent knowledge of French and very good knowledge of German and / or English language
