INTRODUCTION
The Global Green Growth Institute (GGGI) is a new international organization committed to strong, inclusive green growth. We assist developing and emerging countries with integrating their ambitions for strong economic performance and environmental sustainability with the goal of bringing about poverty reduction, job creation, social inclusion, and climate change mitigation and adaptation.
Headquartered in Seoul, GGGI was established by treaty in June 2012 at the United Nations Rio+20 Conference by an initial group of eighteen nations who share the organization's vision. As of 2014, there are total of 24 Member Countries who joined the organization.
GGGI has a diverse portfolio of programs in developing countries around the world. These in-country programs, together with global products and services, focus on delivering results through an integrated approach of evidence-based green growth planning and implementation aligned to countries' development priorities. The organization also focuses on knowledge development and management activities which build a strong theoretical and empirical basis for green growth, while providing concrete options and guidance for policymakers; as well as building the conditions for public and private green infrastructure investments.
JOB DESCRIPTION
The Program Director (PD) is the executive officer of the Private Sector Development Program (PSDP) of the EPAU. The Program Director provides conceptual and strategic leadership in all aspects of the Program's activities and is responsible for the overall analytical quality and timeliness of PSDP's expected deliverables. The Program Director leads the technical as well as policy analysis of all outputs within the Program.
The post-holder responsibilities will include the following:
  • Lead the private sector development strategy for Ethiopia;
  • Prepare a strategic draft document that lays out a diagnosis of the key challenges facing development through the private sector and detailed intervention proposals for private sector growth taking into account priority sectors in the economy. This includes outlining a broad private sector strategy for Ethiopia to allow for increasing the role of the private sector in the economic growth plan of Ethiopia;
  • Ensure that green growth considerations in private sector investment are accounted in the PSDP strategy. This includes policies to incentivize private sector investment in low-carbon, climate resilient, resource efficient development as set out in the Climate Resilient Green Economy Strategy;
  • Direct studies and analysis that informs the private sector strategy;
  • Assess the regulatory and policy frameworks of the country and identify bottlenecks that undermining private sector development and support the implementation of forward-thinking policies;
  • Monitor private sector investment trends and development;
  • Lead, track and analyses the performance of industrial subsectors, including services, tourism, manufacturing, extractives, cottage and informal sectors, non-agricultural rural activities, etc.;
  • Identify best practices by assessing comparative countries;
  • Provide technical and analytical support to ministries;
  • Ensure that the work of EPAU on PSD is understood and disseminated both inside and outside the Ethiopian Government. This includes engaging with analysts, researchers and leading thinkers in the areas of PSD to ensure that the best information is used at the EPAU;
  • Coordinate with other staff, line ministries and external consultants, and stakeholders to assess and monitor policies and regulatory framework and outline recommendations and/or policy options pertinent to PSD policies;
  • Undertake independent and collaborative assignments; i.e., leading projects, on-demand analysis, related tasks;
  • Provide comprehensive quarterly report on PSD performance, assessing short-run developments in the private sector;
  • Produce annual report on PSD issues including analysis and possible reform recommendations;
  • Lead the production and publication of policy briefs, studies, white papers, reports and other publications pertinent to PSD;
  • Perform all other tasks and assignments assigned by EPAU
QUALIFICATIONS
  • Master's or PhD in economics, finance, public policy, international development or related and a clear understanding of investment analysis and the role of the private sector in economic and social development.
  • Grounding statistics in analytical methods using various statistical software;
  • Eight or more years of experience providing public policy analysis with a focus on private sector, finance or economic policies;
  • Strong grasp of the issues that are relevant to Ethiopia's development transition and the role of the Private sector within that.
  • Extensive experience in project management;
  • Experience in private sector development in other countries is extremely useful including time working in the private sector in a developing country context.
  • Ability to identify impacts of policy options on different stakeholders;
  • Ability to identify, merge, and synthesize data from various sources and develop databases/excel workbooks.
  • Experience explaining complex or technical information using simple and concise language;
The post holder should have excellent project management and coordination skills. The post holder should have experience in leading teams and managing several work streams simultaneously.
