The U.S. Mission Addis Ababa is seeking an individual for the position of Financial/Administrative Assistant in the Department of Defense (HIV prevention Program) of the U.S. Embassy.
BASIC FUNCTION OF POSITION
Job holder oversees some or all of the day-to-day administrative, financial and program coordination in support of the DoD President’s Emergency Plan for AIDS Relief (PEPFAR) Program. This is done under the direct supervision of the DHAPP Public Health Specialist (DHAPP Program Manager. Job holder participates in coordination of budget, financial and some logistic to support the Ethiopia National Defense Force (ENDF)’s PEPFAR program.

QUALIFICATIONS REQUIRED
NOTE:  All applicants must address each selection criterion detailed below with specific and comprehensive information supporting each item.  Supporting documentations (e.g., letters of employment, certificates, awards, copies of degrees earned) that addresses the qualification requirements of the position as listed above should also be submitted.
1. Required Education: Bachelor’s degree or host country equivalent in business administration, public administration or accounting is required.
2. Required Experience:  Three years’ experience with an international multilateral or nongovernmental organization or local nongovernmental organization or Ministry of Defense out of which two years budget planning and execution of HIV/AIDS or other health programs, or administering USG-funded programs is required.
3. Language Requirement: Level 4 (Fluent) Speaking/Reading English and Amharic is required. (English language proficiency will be tested)
4. Knowledge:  Project monitoring and evaluation skills to include collecting and assessing cost, schedule and performance results. Must have a general knowledge of US and Ethiopia defense organization and operations, overall administrative requirements in budgeting and fiscal management for the support of contracts/cooperative agreements/grants/purchase requisitions is required.
5. Skills and Abilities: Proficiency in Microsoft Office programs and the internet with Oral and written communications skills to develop and maintain effective, sustainable working relationships with national and international working partners. Procession of a Valid Grade II driver's license is required.
SELECTION PROCESS

1. Management will consider nepotism/conflict of interest, budget, and residency status in determining successful candidacy. 
2. Current employees serving a probationary period are not eligible to apply.
3. Currently employed U.S. Citizen EFMs who hold a FMA appointment are ineligible to apply for advertised positions within the first 90 calendar days of their employment.
4. Currently employed Not Ordinarily Residents hired under a Personal Services Agreement (PSA) are ineligible to apply for advertised positions within the first 90 calendar days of their employment, unless currently hired into a position with a When Actually Employed (WAE) work schedule.
