INTRODUCTION
The Global Green Growth Institute (GGGI) is a new international organization committed to strong, inclusive green growth. We assist developing and emerging countries with integrating their ambitions for strong economic performance and environmental sustainability with the goal of bringing about poverty reduction, job creation, social inclusion, and climate change mitigation and adaptation.
Headquartered in Seoul, GGGI was established by treaty in June 2012 at the United Nations Rio+20 Conference by an initial group of eighteen nations who share the organization's vision. As of 2014, there are total of 22 Member Countries who joined the organization.
GGGI has a diverse portfolio of programs in developing countries around the world. These in-country programs, together with global products and services, focus on delivering results through an integrated approach of evidence-based green growth planning and implementation aligned to countries' development priorities. The organization also focuses on knowledge development and management activities which build a strong theoretical and empirical basis for green growth, while providing concrete options and guidance for policymakers; as well as building the conditions for public and private green infrastructure investments.
JOB DESCRIPTION
  • GGGI's program in Ethiopia. The Global Green Growth Institute is supporting the Ethiopian Government to deliver its Climate Resilient Green Economy (CRGE) Initiative. CRGE is coordinated by the Ministry of Environment and Forest (MEF) and is an ambitious effort to organize Ethiopia's national response to climate change and mainstream green growth decisions into the national five-year development strategy; the Growth and Transformation Plan (GTP). The CRGE and GTP aim to build a middle-income economy by 2025 that is both climate resilient and delivered through zero carbon growth. To support this effort, GGGI is assembling a team of advisers to work within the Ethiopian Government.
  • Rationale for post. GGGI is the lead technical partner for the CRGE process and has been requested by MEF to place one adviser in their CRGE team to support their work on the economics and policy implications of green growth. This role will be based within MEF, supporting their engagement and technical support to other government ministries.
1 JOB OBJECTIVES
Responsibilities
  • The main aim of the role is to lead GGGI's engagement with the Ministry of Environment and Forest (MEF) in relation to the economics and policy implications of green growth. This will focus on supporting MEF's role in the implementation and coordination of the government's CRGE initiative.
  • Economic and policy analysis. At the core of this role is the need to support the government on their approach and delivery of economic analysis for the CRGE - principally MEF, the National Planning Commission and line ministries. Outside of government, the post holder will need to maintain positive working relationships with development partners (such as the World Bank, DFID, JICA, Norway, the EU and UNDP), civil society and the private sector.
  • Strategic analysis. The post holder will support MEF to analyze strategic policy challenges in the local context, supporting other Ministries to integrate the CRGE into their plans, support the development of a Sector Reduction Action Plan (SRAP), and their Environment Sub Sector Strategy. The post holder will need to understand Government of Ethiopia objectives and help develop evidence-based solutions that are politically supported and practically implementable.
  • Capacity building. Working through existing Government of Ethiopia resources to develop the appropriate capacity to deliver on political and policy objectives, specifically in the areas of:
  • Planning and analysis: The post holder will work with MEF colleagues to support sectors' planning process, including under the Growth and Transformation Plan, and will advise MEF on the priorities for action and investment to boost green growth and resilience, based on analysis and planning provided by sectors. This will include working with GGGI's advisors in other line ministries.
  • Delivery: The post holder will be responsible for supporting Government efforts to strengthen its capacity to develop and implement green growth policy. GGGI aims to do this through support to identify key delivery bottlenecks, followed by accompaniment and support to address these by building the processes to effectively track and manage delivery performance.
  • Institutions: The post holder will support MEF to design and implement processes and guidance for other ministries on the CRGE and how to integrate it into wider development planning. The post holder will work very closely with the Partnerships and Co-ordination Adviser in this respect.
  • Learning and feedback. Through working alongside government officials and ministers, the post holder will develop and capture learning from experience. The post holder will be responsible for feeding these lessons into GGGI's ongoing engagement and MEF's ongoing thinking.
  • Organizational development. The post holder will be expected to contribute to wider GGGI activities on green growth, to ensure that emerging thinking and best practice is captured and shared across the organization. This includes inputting into the design of research programs, sharing experience with other country offices and contributing to policy papers on related issues.
QUALIFICATIONS
Education
The post holder will have a Masters and/or PhD in relevant field such as public administration, environmental economics, environmental technology, development studies, etc. We will consider relevant experience in lieu of a postgraduate education.
The successful individual will have a strong analytical background, coupled with exceptional strategic thinking skills, a track record of senior-level interaction and political awareness as well as substantial work experience in a relevant field in Ethiopia and/or the region. The post holder will demonstrate a balanced mix of the following skills and experience.
Interpersonal skills
  • A track record of senior-level interaction and an ability to work with Ministers and senior stakeholders as a peer. Ability to communicate complex issues in a clear and simple way to a diverse audience.
  • Political awareness. Acute sensitivity to the drivers and incentives of actors and their relative power and influence on decisions and processes.
  • Cultural sensitivity. An ability to work effectively across different cultures, languages and professional backgrounds.
  • Mentoring and coaching. Adept at supporting others and developing their skills and abilities through coaching and facilitating skills.
  • Successful experience engaging multiple stakeholders in Ethiopia and/or other similar countries, and building consensus around a clear course of action.
Public policy delivery experience
  • Public policy. Experience of developing, delivering and monitoring the delivery of public policy, national level programs and initiatives or equivalent strategic planning.
  • Low Income context. The post holder will have an understanding of the economic, social and environmental aspects relevant to green growth planning in a LIC context. The post holder will be able to adapt their skills and experience to the Ethiopian context.
Technical expertise
Applicants should have a strong background of delivery at scale in any combination of the areas below. This may be at a technical, investment or policy level, but ideally all three. Preference will be given to candidates that can demonstrate experience and knowledge that is applicable to the specific context of a low-income country such as Ethiopia. This does not necessarily have to include working in such a context.
  • Economic analysis. The post holder will have experience of economic analysis used in public policy appraisal. This will include cost-benefit analysis, scenario building, and use and interpretation of statistical analysis for the purpose of informing public policy choices. .
  • Climate change. The post holder will understand the different dimensions of the climate change agenda and how it applies to growth and poverty eradication. In particular, applicants should understand the opportunities associated with the green growth agenda and the risks associated with climate change. Applicants should have specialized experience in at least one aspect of climate change and at least working knowledge of other major areas.

  • Approaches to setting and managing emissions targets, including national emissions inventories

  • Green growth. The post holder will be able to identify and prioritize 'green' actions and policies that enhance and accelerate growth, whilst protecting the future natural resource base. In particular, practical policy or strategy experience of resource efficiency models.
