Chemonics seeks a monitoring, evaluation, and learning specialist to create M&E methodologies and tools for the anticipated USAID/East Africa-funded Somalia Economic Growth Activity, focused on promoting inclusive economic growth in South Central Somalia, Somaliland, and Puntland. The project aims to strengthen the business enabling environment through access to finance and policy and regulation support; promote enterprise development through business development services; improve production, employment, and incomes in select value chains (horticulture, fisheries, and renewable energy); and increase participation by women and youth in the economy as entrepreneurs, employers, and employees. The monitoring, evaluation, and learning specialist will be based in Somalia. We are looking for individuals who have a passion for making a difference in the lives of people around the world.
Responsibilities include:
- Lead design and implementation of the project monitoring and evaluation (M&E) framework and information systems to track delivery against targets, outcomes, and impacts
- Support all technical staff in M&E functions and oversee M&E project staff
- Promote learning and knowledge sharing of best practices and lessons learned
- Ensure that activities are in line with USAID Learning, Evaluation, and Research policy, and that impact reporting includes cost/benefit analyses of interventions
Qualifications:
- Master's degree in business administration, economics, statistics, international development, or a related field;
- Minimum five years of experience in developing and implementing M&E plans and results-based management for complex programs in developing countries, including experience in a supervisory capacity
- Demonstrated experience in setting up and managing M&E systems that track performance per the objectives of this project
- Minimum three years of experience in Somalia or a similar fragile state environment, with experience in East Africa highly preferred
- Strong writing and organizational skills for monitoring and reporting on program and program outcomes and impacts
- Strong ability to communicate effectively in English, both orally and in writing, with Somali speaking skills an advantage
