Child Protection Project Manager – South Sudan

We are looking for our delegation in South Sudan for a
Child Protection Project Manager (ad interim) – South Sudan
Duration: From the 10th November until the end of December
Location: Juba, South Sudan
Supervisor:under the responsibility of the Head of delegation
Terre des hommes does not set closing dates for this position; recruitment is on-going until the position is filled
Contractual conditions:
Swiss salaried contract 3155 Chf (~2610€) < > 4315 Chf (~3452€) / month according to experience x 13, Holidays: 25 days per year. Local accommodation and transportation, Health insurance, accident and medical repatriation insurance, return flight. Details of conditions and advantages.
General description of the position:
As a representative of the Foundation, the Project Manager, under the responsibility of the Head of Delegation, oversees and monitors multi- data, multi-donor and/or multi-partner projects in the sector. He/she is responsible for the implementation of the strategy, development, and managerial coordination of project teams, over whose strategies, supervision, and results, he/she assumes strong responsability. He/she is capable of autonomous decision-making and acivity in the field.
He/she supports and validates the quality of the work performed by the teams, in accordance with the mandate and the commitments of Tdh and the international standards.
He/she collaborates and coordinates with CT of the headquarters to develop and validate the thematic strategy of Tdh, conduct actions of advocacy and strategic capitalization.
He/she facilitates and coordinates an approach that is intersectoral and/or integrated with the project from other sectors.
Strategy and Policy:
  • Participate in the development of the mission, institutional strategies, and policies, related to child protection system, psychosocial activities, and case management.
  • Contribute, along with the Head of Delegation to the elaboration of intervention strategies of the mission and supervise its implementation into the project teams
  • Ensure that all planned interventions are adjusted to the principles of the Foundation
    Research and development
  • Capitalize with the Head of Delegation positive and innovative experiences, the information, the research, the best practices, the relevant tools, etc.
  • Participate in the development of new tools in the CPSN Project
Team management :
  • Ensure the implementation of the communication contract in his/her National Technical team and project teams
  • Organize and lead coordination meetings within CPSN team
  • Develop an unifying, open, human-oriented spirit, able to persuade people to accomplish a task in a volunteer or motivated manner (Leadership skills)
  • Ensure and support the accountability of the CPSN Project Team in the progressive dynamics of the delegation
Skills development :
  • Identify the training needs of the staff and organize local or internal trainings in collaboration with the deputy, the Head of delegation, and the headquarters
  • Plan, coordinate, and support external trainings for the CPSN Project team, in coordination with the Head of delegation, and the headquarters
  • Explore, at the national level, opportunities for collaboration with other organizations for the training of Tdh CPSN Project Team or, on contrary, for the support training on behalf of Tdh for those organizations
Budget:
  • With the Administration/Finance Coordinator, and the Head of Delegation, ensure the implementation of the Tdh finance manual and guidelines and provide guidance on the proper use of Tdh finance coding
  • Participate in the development of project budgets in accordance with the existing standards
  • With the Administration/Finance Coordinator, and the CPSN project team members, review the monthly Budget vs. Actual reports in order to orient future budgetary expenditures and allocations
  • Oversee the implementation and the compliance with the terms of all financing agreements; check the overall spendings and financial risks
  • Organize and coordinate the CPSN Project Team for the elaboration of monthly expenditures plans and ensure their relevance and austerity
  • Along with the Delegate, ensure the joint responsibility for the management of CPSN project funds
Fundraising :
  • In coordination with the Head of delegation, represent Tdh with donors: establish and update their address book, include potential donors, and know the strategic directions
  • In coordination with the Head of delegation and the headquarters, participate in the research for funding and in the negotiations with donors present in the area of intervention
  • With the support of the Head of delegation, Deputy, coordinate, promote, supervise or negociate the contracts and assure the monitoring with the institutional donors
  • Actively participate in the identification of funding opportunities to support the needs of the CPSN Project interventions
Administration / Logistics and recovery services :
  • Respect and ensure compliance with the regulations, administrative procedures, and logistics of the delegation and Foundation
  • Ensure the accomplishment of all the formalities required by the government and other official agencies for the recognition of the project
  • Be responsible for the review and approval of the needed supplies, travel, logistics, etc. related to the CPSN Project
  • Where appropriate and in coordination with the Administration/Finance Coordinator, manage all in-country contracts, donors, etc. related to the CPSN Project's area of intervention
  • Check that the communication procedures are respected in the CPSN Project Team, and that employees can be reached at any time during their professional activities
Advocacy - Representation – Networking :
  • Represent Tdh with other international organizations: participate, in agreement with the head of delegation, at inter-NGO coordination meetings, at meetings of UN agencies and of all other intergovernmental institutions taking place at the level of his/her country
  • Ensure to convey a positive and professional image of the foundation. Pay particular attention to the compliance of the mandate, ethics, thematical policies, values, and discourse of the Foundation towards third parties.
  • Support and facilitate the projects and strategies of advocacy related to his/her sector, in coordination with the thematic referent
  • Coordinate and assist the project managers, local coordinators, and the national technical team in the negotiation and the development of partnerships at the local, regional, and national levels
  • Encourage and ensure in his/her field of activities, the development of synergies with the other NGO actors and local organizations
  • Ensure the implementation and monitoring of signed agreements between Tdh and its partners
  • Responsible for the overall networking quality
Information / Publications / Communication / Reporting :
  • Contribute to the production of publications in media communications in coordination with the Communication Officer and under the supervision of the Head of Delegation
  • Offer visibility to Tdh in the local media and encourage the journalists' visits
  • Coordinate the organization of meetings with the national and international partners of the Tdh projects, and participate at the presentation of reports and opinions on the perspectives of the project
  • Be responsible for reporting back to donors by the deadline, and within the defined formats
  • Participate in the writing of financial reports in support
  • Generally, inform systematically the Head of delegation about the evolution of the component related to his/her field of activity and its implementation
  • Contribute to SitReps, in coordination with CPSN Project Team members, for the further approval by the head of delegation
  • Develop tools of monitoring and of monthly evaluation of activities (monitor the internal and donors' indicators)
  • Responsible for organizing the CPSN project team to collect information necessary for the elaboration of various reports and informational material on the evolution of the project
  • Monitor the thematic and project coordinators
Project Cycle Management :
  • Plan and elaborate the project proposals in consultation with the thematic referent, including in particular the validation of the project's impact, its coherence, coverage, efficiency and effectiveness, sustainability, relevance/feasibility, and taking into account the transversal issues (gender, environment, etc.) before the submission to the head of delegation and headquarters
  • In collaboration with the Head of delegation, assess the needs of the target population in order to readjust, if necessary, the ongoing projects, or initiate new projects, and ensure the efficient use of resources
  • Coordinate the evaluation of activities or of projects at specific times of development or at the donors' requests
  • Conduct regular supervision visits in the field, and assessments of the project's progress
Child protection policy:
  • To commit to respect Tdh Risk Management Policies including: Child Protection Policy, Safety and Security Policy and Anti-Fraud/Corruption Policy, Whistle Blowing Policy
  • To commit to ensure the best implementation possible of the Tdh Risk Management Policies in South Sudan
  • To commit to inform supervisors and to deal with any cases, allegations, or possibility of transgression, even potential, of the Tdh Risk Management Policies
  • Monitor the trainings and the achievements / monitor the skills
  • Explore, at the national level, opportunities for collaboration with other organizations for the training of Tdh CPSN Project Team or, on contrary, for the support training on behalf of Tdh for those organizations
  • Responsible for the strategic quality of the training tools and the curriculum of the CPSN project
  • Participate at the building of the advocacy and capitalization processes
    Education:Degree in Child Protection or psychosocial specialist
    Language:English and French
    Experiences :
    At least 5 years experience in humanitarian field Experience in Africa especially in the Child Protection driven interventions Familiarity with donors’ procedures is an added value. Security and administration; management of human ressources. Programme management (especially related to displacement’s situations)
    Language: Excellent command of English (written and spoken), French is an added value
    Skills:
  • Good skills in project cycle management; reporting and analytical skills and experience.
  • Evaluation skills; including representation skills and good negotiation skills.
  • Autonomous, independent, team leader and at ease at managing security situation.
  • Proficiency in Child Protection in Emergencies, competences and skills at operating in complex contexts Unaccompanied position
