In 2012, Mali experienced a succession of crises including a significant food crisis, political unrest, armed conflict in the Northern territories, floods, and a general economic recession. This series of compounding crises are severely impacting the living conditions for the general population and even more critically, the living conditions of Internally Displaced Persons (IDPs). More than five million people have been affected by the complex emergency in Mali. More than 33,000 Malians are still seeking refuge in neighboring countries and an additional 100,000 Malians are currently internally displaced. NRC’s response to the Malian crisis began in June 2012, through a shelter program for refugees in Burkina Faso. NRC began assessments in Mali in October 2012. Since 2013, NRC has been implementing program activities in sectors such as Shelter, ICLA, WASH, Food security and Education targeting IDP, returnee, and host community families in the regions of Bamako, Segou and Mopti, Timbuktu and Gao. NRC also assists Malian refugees with Shelter and Education from Dori and Djibo in Burkina Faso. Humanitarian response in Mali has been severely hampered by access and security challenges in the North of the country, yet a humanitarian response in these areas is crucial to improve availability and access to basic services for vulnerable populations.
The main responsibility of the Country Director is to lead NRC’s mission in Mali and Burkina Faso

Job description
- Lead the Country Programme in accordance with NRC values
- Ensure that the country programme is managed and developed in accordance with NRC’s mission statement and policies
- Overall responsible for all activities, personnel and the country management team (CMT)
- Safety and security of all staff
- Representing NRC at national level
- Country level advocacy
- Responsible for overall resource allocation, mobilization and control
- Responsible for cost efficiency
- Ensure adequate country structures and systems
- Learning, training and development for all staff, including a strategy for national staff development
- Provide vision, promote ideas and gain agreement;
- Act and be perceived as a role model by being responsible and accountable for his/her decisions
- Analyse the political and humanitarian context and make the NRC programme relevant to the context
- Attract, motivate, develop and coach staff in order to create effective teams;
- Responsible for all NRC advocacy efforts in the country/region and ensure that contributions are made to NRC global advocacy efforts.
- Securing a robust and cost efficient country programme
- Coordinating NRC programme activities with national authorities, United Nations agencies and other national and international agencies/organisations in Bamako
- Improving access to beneficiaries
Qualifications
- Minimum 5 years experience from working as a Senior Manager/Country Director in humanitarian/recovery context
- Experience from working in complex and volatile contexts
- Documented/proven results related to the position’s responsibilities
- Knowledge about own leadership skills/profile
- Fluency in French and English, both written and verbal
- Valid driver’s license

We offer

- Duty station: Bamako with frequest travels to the field offices. This is a non-family duty station. The town is relatively safe, and foreigners can move around in daylight hours without harassment or danger. International staff members are required to live in joint accommodation.
