INSO Programme Development Advisor

INSO is a global charity dedicated exclusively to issues of humanitarian safety and to the operation of NGO Safety Offices (NSO) in violent or insecure contexts. INSO plans to conduct a scoping mission in Tindouf, Algeria that will aim to assess and support security awareness and security management capabilities amongst NGOs operating within that context.
We are now seeking an experienced individual to join our team as an INSO Programme Development Advisor who will conduct a short term scoping mission in Tindouf, Algeria. This scoping mission will serve to establish the INSO presence within Tindouf and assess existing liaison relationships between the key stakeholders, primarily between NGOs and the UN (SLT), as well as act as an interlocutor between the same. They will also conduct a needs assessment in relation to supporting NGO in terms of emergency response plans, communications, and crisis management as well as enhanced information sharing between the various parties. They will be an experienced and committed humanitarian leader with an understanding of the country; strong intellectual and analytical capacities; excellent diplomacy and networking skills and will be an articulate and confident communicator. They will also have a strong technical background with an-depth understanding of NGO security management structures, policies, and philosophies as well as the ability to operationalize the same. The post will suit a senior individual (NGO Country Director/Deputy Director level or equivalent) who possesses significant motivation to develop and lead a new initiative. This position is being offered on a 1 month (renewable) term with an anticipated starting date of the 15thof November 2014.

Key Areas of Responsibility:
  1. Complete an assessment in terms of existing liaison relationships with a focus on aspects requiring development/support.
  2. Identify the type of information services/streams available as well as areas for information sharing enhancement and development.
  3. Identify NGO needs in relation to the types of INSO services required with a specific focus on emergency/in-extremis management support and reporting (i.e. Flash Alerts).
  4. To provide high level representation, coordination, and liaison for both INSO and all third parties such as NGOs, UN, Government, Embassies, Media or any other actor.
  5. To oversee the recruitment, orientation, management and professional development of all INSO Algeria employees as required.
  6. To ensure the application all INSO global policy in both administrative and operational areas including HR, Finance, Logistics, and Security and Service Delivery Standards.
  7. To actively manage the public perception of INSO in order to establish and maintain recognition of its mandate for independence, impartiality and neutrality.
Mandatory Requirements:
This is a high profile, dynamic and multi-faceted post and will become a key node in the humanitarian architecture of the context of Tindouf. Only those applicants that fulfill all of the minimum requirements will be considered.
  1. Exemplary command of the French and Spanish languages as well as an operant understanding of English (written and spoken).
  2. Masters level education in a relevant field (please specify).
  3. Minimum of one (1) full year experience with NGO management at CD or DD level (or equivalent) anywhere.
  4. Minimum of five (5) years in post conflict/emergency environments in the humanitarian sector.
  5. Solid and up to date understanding and experience with NGO security principles and practices.
  6. Outgoing and confidant personality.
  7. Excellent networking and diplomacy skills.
Preferred Characteristics:
The following are not required but will give applicants an advantage over others. Please specify in your cover letter.
  1. One (1) recent year of experience related to the Tindouf/Algeria context and demonstrable familiarity with both the security dynamics of that context and of the INSO mandate and services.
  2. Experience in a high visibility inter-agency role.
  3. Existing (relevant) local information networks and contacts.
  4. Donor/contract management experience (incl. DFID, AECID, OFDA & ECHO) & policy knowledge.
  5. Local language ability.
  6. Advanced political, social or historical knowledge of the country.
