The United Nations World Food Programme (WFP) is the world's largest humanitarian agency, fighting hunger worldwide. We are currently seeking to fill the position of Logistics Officer (Fleet & Workshop Management) at P2 level, which will be based in our Country Office in Khartoum, Sudan.
Reporting directly to the Head of Fleet Operation in Khartoum, Sudan and in co-ordination with the Global Fleet Support Unit in our Headquarters in Rome, Italy, the Logistics Officer will be responsible for the overall operation of logistics-fleet, commercial fleets, tracking and capacity building, logistics-fleet administration, information management and the Global Positioning Satellite (GPS) tracking system and Fleet Management System (FMS) maintenance, evaluation, development, troubleshooting and reporting, accordance with the established procedures and guidelines. Key duties will include:
- Maintain the best practices for an efficient operation of the Fleet Systems Information & Administration Section in order to maximise the fleet standard KPIs (Key Performance Indicators);
- Manage the existing Global Positioning System (GPS) and fleet management system (FMS), called FleetWave;
- Facilitate smooth implementation of FleetWave and EMSVIEWPOINT web-applications including conducting gap-analysis of both systems for further development;
- Produce regular reports on the fleet overall finance & budgetary indicators and manage invoicing of the third parties service provisions;
- Ensure that effective FleetWave cost capturing and controlling mechanisms are in place and constantly monitored and adjusted in accordance to operational requirements
- Provide analysis to assist the Head of Section to monitor and evaluate the performance indicators of the trucks/ trailers, aiming to achieve the maximum utilization;
- Maintain reports on tracking of contracted commercial fleet transporters, to establish and manage close relations with the transporters designated focal points on the fleets trucks position, utilization and availability;
- Manage GPS and FleetWave data analysis on the vehicle routing & scheduling for timely deliveries of both WFP food and non-food commodities;
- Manage FleetWave reports on the reporting and monitoring of vehicle scheduled maintenance & repairs, overhaul, reconditioning, modifications, supply-chain/ material management in a most cost efficient manner;
- Ensure overall management of GPS devices installation and configuration, daily inventorying and troubleshooting, contracted GPS user accounts, vehicle tracking and tracing, mapping waypoints and routes, geo-fencing and vehicles electronic logbooks;
- Provide daily, quarterly and annual reports from the GPS and FleetWave database;
- Manage the financial billing of both internal and external clients as well as to draft the fleet Service Level Agreements (SLAs);
- Continuously collect and collate valuable data relating to improvements required for standardisation and development of fleet management and communicate results to other staff in the Logistic-Fleet Section;
- Facilitate and assist in regular and random spare-parts stock inventory checks and ensure that all stock records are accurate in accordance to auditing practices;
- Work closely with the Administration Unit to provide frontline support for FMS augmentation and implementation for both light vehicles and generators;
- Direct and support an infrastructure that enables all staff within the Logistic-Fleet section to be adequately trained in the GPS and FleetWave systems to carry out their duties in the most efficient manner;
- Share knowledge and experience to build capacity among the FleetWave Data Administrator/Analysts and all fleet staff members on fleet operations and the use of the fleet system applications;
- Manage capacity building projects for the contracted commercial transporters on the best industry standards in fleet management and trucks global positioning systems;
- Travel regularly and perform any other duties as requested.
Qualifications & Experience Required
Education:
- University degree, preferably at the advanced level, in Business Administration, Engineering (preferably Mechanical Engineering), Economics (preferably Transport Economics), or other fields related to surface transport;
- Member of professional institution such as Logistics & Transport, Road Transport Engineers or similar is desirable.
Experience:
- At least 3 years of postgraduate progressively responsible professional experience related to fleet and workshop management, surface transport and/or logistics in commercial or government transportation and ancillary sectors;
- Experience with information system development and maintenance;
- Experience working in the humanitarian sector or in emergency context is a plus.
Technical Skills & Knowledge:
- In-depth knowledge of corporate business applications installation, configuration, management, troubleshooting, analysis and reporting of the Global Positioning System (GPS) and Fleet Management System (FMS);
- Extensive knowledge of various reporting software packages, preferably Crystal Reports Writer (CRW);
- Advanced knowledge of MS Office (Word, Excel, Access, Outlook).

Language:
- Fluency in oral and written English with an intermediate knowledge of another official UN language (Arabic, Chinese, French, Russian and Spanish) or Portuguese (one of WFP’s working languages);
- Working knowledge of Arabic is a plus.
