MONTROSEis part of a consortium implementing the South Sudan Health Pooled Fund (HPF), an initiative funded by DFID to support health service delivery and achievement of the national health sector development plans’ objectives across six of South Sudan’s 10 states. The purpose of the South Sudan Health Pooled Fund is to ensure service delivery and to support achievement across six states of the three main objectives in South Sudan’s Health Sector Development Plan, which are:
- Increase the utilisation and quality of health services, with emphasis on maternal and child health
- Scale up health promotion and protection interventions so as to empower communities to take charge of their health
- Strengthen institutional functioning, including governance and health system effectiveness, efficiency and equity.
The HPF supports delivery of essential primary health care and referral health services up to county hospital level, as well as health system strengthening at the national, state, county and facility/community levels. The HPF is supporting these services in Eastern Equatoria, Northern Bahr el Ghazal, and Western Bahr el Ghazal, Warrap, Unity and Lakes states.
We are currently seeking to recruit a Monitoring and Evaluation Specialist:
A. Key summary of Responsibilities.
The M&E Specialist will report to the Deputy Team Leader and the responsibilities are listed as below
· Collate and analyze all health data from different sources in the MOH e.g. WHO, UNICEF, EPI, Global Fund, etc.
· Assist NMOH to compile Monthly, Quarterly and Annual Reports based on these data
· Assist MOH to review HMIS tools and report formats when deemed necessary
· Disseminate reports to relevant stakeholders as agreed with the DG PP&B
· Support the Directorate PP&B in providing Feedback to the States and Hospitals on data quality
· Facilitate and coordinate the active functioning of the M&E Technical Working Group
· Be a resource person for surveys and other research to be carried out by the MOH
· Assist the NMOH on the use of HMIS for decision making, policy guidance and planning and management of the health services
B. Qualification and Experiences:
Minimum Qualification:
· Strong preference for South Sudanese Nationals
· Master in Public Health and additional qualification in M&E from recognised University
· Working experience of 5 years in M&E at National level in African Country
· Willingness to work in heard to reach areas and travel widely.
· Women are encouraged to apply.
Essential:
· Adequate experience and track record working in gender-focussed programmes including women programmes.
· Extensive knowledge and background in M&E Skills.
· Experience in developing health policy at national Ministries level.
· Good Interpersonal Skills.
· Good report writing Skills
· Experience of organization training courses
· Proficient computer skills, in particular Microsoft applications,
· Proficient English.
· Ability to work in a multi-cultural team.
Desired:
· Track record of effective management of staffs.
· Successful experience of working with the National Ministry Of Health (MOH)
