Shelter For Life International (SFL) is a Christian Relief and development organization with almost years of history in providing humanitarian assistance to post conflict countries. SFL is currently operational in Senegal, Afghanistan, Iraq and Tajikistan. SFL provides support and assistance in the following areas:
- Shelter and Population Settlement
- Application of Microcredit

- Reconstruction of Public and Market Infrastructure; i.e. farm-to-market roads, irrigation systems, food storage and etc.

SFL seeks an experienced professional for the position of Monitoring & Evaluation Manager – Senegal (M&E Manager). The position focuses on achieving high-quality qualitative and quantitative impact assessment for SFL’s rural road reconstruction project in Casamance, Senegal.
Primary Responsibilities: The position ensures that a logframe-based M&E system, which complies with SFL’s M&E and internal-control policies, is developed and enforced. This position reports to the SFL-Senegal Country Director and to SFL-HQ Director of Operations.
Responsibilities:
- Using program documents, establish a reliable and consistent set of outcome indicators for all program activities.
- Develop a systematic method of capturing qualitative stories and project impact on beneficiary communities.
- In collaboration with the Finance Department, develop a system to ensure that the program operation is aligned with the program log-frame and is in compliant with SFL’s internal control system.
- Gather monthly progress report from each site operation team, conduct random and longitudinal evaluation and submit the reports to Senegal Country Director and SFL HQ.
- Develop relevant material to train operations, finance and logistics staff on the interaction of the MEC Manager’s responsibilities with other staff members’ responsibilities and SFL’s internal control system.
- Develop random and longitudinal impact stories from program beneficiary communities.
Education and Experience
- Bachelor or graduate level degree in international development, economics or relevant field; project management certification preferred.
- Experience in project management, performance monitoring and evaluation for international development programs, including data collection and analysis.
- Project cycle knowledge, and strong understanding of quantitative and qualitative data collection and analysis.
- Excellent English and French written and oral communications skills.
