Job Purpose:The Staff Welfare Adviser will be responsible for managing the roll out and review of the Liberia Health Management Plan (HMP) and ensure staff compliance in liaison with the ACD-S and the Health Coordinator, and will act as a health focal points for staff.
Main duties and responsibilities
1. Risk Assessment:
· Regularly review existing risk assessment and monitor the levels of risk associated with the emergency response and general office activities staff are undertaking
· Make recommendations to Country Management Team (CMT) and Head Office Senior Management in this regard
2. Staff Health/Welfare protocols roll out and gap analysis:
· Lead on the roll out, management and compliance with the approved HMP
· Regularly review and update the HMP and related staff protocols with key staff and modify as required by the changing context. This includes evaluating the robustness of procedures right through from prevention measures in place, the use of thermometers, training of staff, use of equipment where relevant, accuracy of logistical details etc
· Conduct regular staff briefings on protocols in all programme areas and identify solutions to any concerns about health for discussion with CMT. Reflect these in the HMP and staff welfare protocols if appropriate. This could include doing a quiz with staff to see the extent of their knowledge in relation to protecting themselves and prevalence of myths.
· Carry out scenario planning with staff at all programme areas – including when the formal system does not work.
· Review contingency planning for worst case scenarios i.e. home treatment of a Concern staff member (national or international). Advise on stocks and supplies necessary to cater for this eventuality, management responsibilities, and update the staff welfare documents accordingly.
· Discuss and share with other NGOs staff health plans and medi-vac plans.
3. National/local health care providers assessment and evaluation:
· Familiarize yourself with the first port of call for national and international staff who are sick (e.g. dedicated clinic for international staff and local health clinic for national staff) to gain a good understanding of the context (if feasible, conduct visit to clinics)
· Contact clinics for international staff to find out procedures and protocols for sick ex-pats (Ebola and non-Ebola). Ensure that these are documented in appropriate Staff Welfare documents.
4. Country Health Focal point:
· Acting as the Country Health Focal Person for staff, take calls from national and international staff regarding health concerns, deliver advice based on protocols and inform the appropriate people as per protocols
· Monitor the progress of ill staff
· Lead the decision making process for critical cases.
PERSON SPECIFICATION
Education & Qualifications Required:
Essential: Qualified and practicing clinical doctor or nurse.
Experience Required:
Essential:
· 3 years clinical experience, ideally with infectious disease control.
· Solid knowledge of global standards and strategies related to infection prevention and control
· Experience and capacity to negotiate with local authorities and contractors
· Experience of collaboratively working with local groups, NGOs and UN Agencies
· Demonstrated experience in community based interventions and participatory planning and training
· Excellent coordination and reporting skills
· Experience in staff training
· Excellent analytical skills
Desirable:
· Flexibility, reliability, cultural sensitivity, resilience and resourcefulness
· Ability to work under pressure
· Ability to work both independently, and as part of a team
· Needs to have initiative and be able to work with minimal supervision
