Cowater is currently recruiting a long-term Team Leader for a DFID-funded Tax, Audit and Transparency Program in Ethiopia. Candidates must be fluent in English. The successful candidate will be based in Addis Ababa, Ethiopia for a term of 3 years.
Reporting to Cowater HQ senior management, the Team Leader will be responsible for overseeing all aspects of the program’s finance and operations, developing and implementing program policies and practices, ensuring organisational effectiveness by providing leadership on the program’s financial and administrative functions.
Required Qualifications
- 10 years of experience working on tax, external audit and oversight, and anticorruption reforms/capacity building in developing country environment
- Bachelor’s Degree in public administration, public policy, change management, participatory methods and approaches, or similar
- At least 10 years of professional experience working with revenue authorities to improve revenue collection and to support revenue reforms.
- 5 years of experience in program management and implementation of technical assistance projects
- Experience in tax administration and policy in developing countries.
- Comprehensive understanding of working on the interphase between taxation systems and business enabling environments.
- Understanding of public sector reform issues in Ethiopian context
- Recent experience working with DfID in Public Financial Management
