Accountant, Burkina Faso
We are seeking an Accountant for the 5-year Bill and Melinda Gates Foundation-Funded Soutenir l’Exploitation Famaliales pour Lancer l’Elevage des Volailles et Valoriser l’Economie Rurale (SE LEVER) or Women’s Poultry Program to Improve Income and Nutrition project. SE LEVER will be implemented in the Centre-Ouest and Boucle de Mouhoun regions of Burkina Faso.
The project aims to improve the nutritional status of women and children in Burkina Faso by increasing poultry production. SE LEVER will work to facilitate systemic change in the poultry sector that will allow poultry households to access key services that lower poultry mortality current rates of approximately 80% to a tipping point that allows for multiplying flock growth, increasing incomes and improve nutritional outcomes at the household level. The project will use an integrated approach combining economic strengthening, women’s empowerment, and nutritional behavioral change. SE LEVER will target interventions towards women, while also engaging men, to improve women’s position in the household and ownership over this income.
SE LEVER intends to generate the following outcomes: (1) improve women and children’s nutrition; (2) increase incomes by 25%; and (3) empower women’s decision making in society, the economy, and the household.
The Operations Manager will be responsible for managerial, logistical, and administrative support required for the fulfillment of deliverables including management of general services/facilities, human resources and logistics. This Operations Manager ensures compliance with all relevant Burkinabe regulations, ASI policies and donor requirements.
The Accountant will be responsible for the appropriate use of funds for their intended purpose in a transparent and well-documented manner. This includes implementation of ASI financial management policies and procedures as well as compliance with donor requirements.
RESPONSIBILITIES:
  • Oversee financial transactions and activities including the accounting of funds, disbursements and expenditures, as well as monthly reporting in accordance with ASI’s Field Finance Manual.
  • Prepare and Review accounting vouchers (payment and journal) and ensure that all supporting documentation (invoices and receipts) are attached before submitting to Program Manager or other authorized signatory
  • Record all entries in the QuickBooks accounting system and ensure that all financial transactions are properly coded according to ASI’s chart of accounts
  • Process fund requests and internally control fund use and amounts paid using appropriate checks and controls
  • Verify timesheets are collected, filled out and checked by Operations Manager in terms of leave records, updating accrued leave and travel advances
  • Review and verify cash disbursements from petty cash
  • Prepare payroll payments for local employees, including calculating, withholding and recording all applicable income taxes and other social payments based on Burkina Faso’s tax rules and ASI discretionary benefits as per the employee policy manual ASI Employee Policy Manual
  • Monitor financial compliance with ASI requirements
  • Notify the program manager in writing about any concerns, risks or misuse of resources and report any illegitimate expenses, misuse of funds or other false financial claims
  • Keep all sensitive SE LEVER program financial information confidential
  • Report on any suspected incidents of suspected fraud, waste or abuse of project resources as per ASI’s Workplace Integrity/Disclosure Protection Policy
  • Perform other duties as assigned by the program manager
QUALIFICATION REQUIREMENTS:
  • A degree in accounting, ACCA and/or CPA
  • Mastery of QuickBooks
  • Minimum seven years of experience in accounting, financial management or equivalent.
  • Demonstrated knowledge of accounting standards and government of Burkina’s tax laws and regulations.
  • Good administrative and organizational skills; record keeping and filing systems. Good problem solver, self-starter, creative and innovative, good communication, leadership and reporting skills.
  • A strong command of Microsoft Office Word, Excel, QuickBooks and other relevant computer applications.
  • Professional proficiency in French and English required
