Project Description:
FHI 360’s Civil Society and Peacebuilding Department (CSPD) supports citizens to mobilize effectively to influence policy, improve lives, and build peace. CSPD works with civil society to increase its credibility, visibility and effectiveness, strengthens the leadership, capacity, and credibility of national and community-based organizations and helps increase the transparency of government agencies at all levels.
FHI 360 is currently seeking a Capacity Building Manager for an anticipated USAID-funded civil society strengthening project in Mali. Capacity Building Manager will lead the design, management and implementation of capacity building initiatives for civil society organizations in Mali, including developing curricula, organizing and coordinating training events, workshops, and providing technical assistance. Specific job responsibilities will include:
  • Oversee the design and implementation of organizational capacity and needs assessments for civil society organizations (CSOs) and other intermediate service organizations (ISOs);
  • Develop an overall capacity-building strategy that will sustainably build the capacity and strengthen civil society organizations (CSOs) and other intermediate service organizations (ISOs);
  • Coordinate the design and implementation of participatory curricula, interactive training interventions, and individualized technical assistance for CSO and other core partners;
  • Coordinate the delivery of individualized technical assistance to CSOs and other beneficiaries in the areas of organizational management and governance, financial management, advocacy and outreach, policy development, and other areas as required;
  • Develop, in close coordinate with the Chief of Party, materials and design capacity building interventions to train and mentor other facilitators (training of trainers) at the community and national levels;
  • Provide technical support to staff and local partners in ensuring capacity building activities are promoting best practices as appropriate to the needs of the organizations.
  • Ensure appropriate mix and balance of training, TA, coaching, mentoring, and information sharing;
  • Throughout the program’s life, monitor and report on the organizations’ progress on achieving organizational capacity development benchmarks, identify potential weaknesses and make necessary adjustments to close gaps;
  • Monitor, evaluate and report on program results that measure increases in skills and abilities, and determine the impact of training interventions;
  • Develop and draft program work plans, reports and other documentation as needed, such as training and resource materials, presentations, and budget proposals; and
  • Troubleshoot to identify and resolve project issues and implement improvement plans to ensure project stays on schedule and within budget.
Qualifications:
  • Bachelor’s degree or its international equivalent in international affairs, international development, public administration or a related field. Master’s degree or its international equivalent preferred;
  • Minimum of five (5) years of experience providing capacity-building support through training, consultations and other mechanisms to civil society organizations with varying levels of organizational capacity;
  • At least three (3) years of project management and/or supervisory experience;
  • Proven project management skills including project development, monitoring and evaluation and report writing;
  • Demonstrated experience in civil society, governance, organizational capacity building, advocacy, rule of law, or other related democracy and governance sectors;
  • Minimum three (3) years substantive training experience, including the design, facilitation and delivery of participatory trainings and training-of-trainer workshops for adult learners;
  • Minimum three (3) years relevant experience with capacity strengthening activities or an equivalent combination of education and experience;
  • Experience working in/with Malian civil society organizations preferred;
  • Familiarity with USAID programming, rules and regulations; and
  • Fluency in English and French (reading, writing and speaking) required.
