Chief Building and Protection Specialist – Central Africa Republic

The Child Protection and Peacebuilding technical expert will work within the consortium run by CRS and which includes Islamic Relief. S/He will be responsible for providing technical support to the Inter-Religious Platform in Central African Republic (CAR) on improving their ability to work with priests, pastors and imams to provide better child protection in their communities. This will include the adaptation of the pilot materials for Channels of Hope for child protection to the CAR context and the training of religious leaders in how to use those materials. The technical expert will also work with World Vision (WV) emergency response workers to ensure that child protection is effectively mainstreamed into the broader humanitarian context and ensure alignment of the CAR office to WVI Child Protection Standards. They will also attend UN Cluster meetings and other strategic platforms to ensure child protection is supported in other agency’s work. The expert will also mentor local staff to enable them to sustain the intervention.

KEY RESPONSIBILITIES:
- Adapting Channels of Hope for Child Protection to local context based on discussions with stakeholders including support for the training for pastors, priests and imams.
- Provision of support within the wider technical unit to the Inter-religious platform to improve their ability to address child protection, peacebuilding and youth organising issues – in the form of consultation, materials, information and resource development.
- To strengthen WV CAR representation on appropriate Peacebuilding, Interfaith and Protection task forces and networks within CAR.
- To represent WV CAR in humanitarian cluster activities including conflict prevention, protection and child protection cluster working groups.
- To promote the integration of protection and Peacebuilding issues (child rights, conflict sensitivity and Do No Harm principles) in all emergency response programs in WV CAR and develop guidelines and procedures.
- Support WV and other agencies to mainstream child protection and conflict sensitivity approaches within their humanitarian responses.
- Provide relevant technical advice to WV CAR on Protection, Interfaith and Peacebuilding issues, such as Conflict Mitigation, Peace and Reconciliation, Conflict Resolution, etc
- Provide oversight over the project financial procedures, including budgeting, budget tracking , control, invoice payment/PBAS commitment and reporting.
KNOWLEDGE, SKILLS & ABILITIES:
Required:
- A Master's degree in related field or equivalent experience in peacebuilding and child protection projects.
- 5+ years of extensive international development experience in the child protection or humanitarian protection sector and in the Peacebuilding and conflict prevention sector.
- Proven experience in models and methods of training, facilitation, capacity building and mediation. • Experience working in insecure or conflict-affected regions.
- Thorough knowledge of project management cycle and grant proposal writing.
- Excellent experience in accessing programming resources, especially from donor governments.
- Excellent communications skills both verbal and written.
- Proven ability in relating with national staff and governmental authorities.
- Able to work in a harsh and demanding environment and adaptable to rapidly changing contexts.
- Able to learn new languages readily.
- Able to travel to security-risk areas, as often as 30% of the time.
- Computer aptitude desirable (MSWORD, EXCEL, Lotus Notes).
- Ability to lead, plan, and organise.
Preferred:
- A Master’s Degree in sociology development studies, public policy, conflict resolution or similar fields.
- Excellent understanding of the dynamics of conflict resolution in the context of war, working with children in emergencies, understanding of humanitarian cluster and knowledge of CAR preferred.
- Knowledge of both English and French.
- Good understanding of conflict analysis tools and knowledge of child protection standards.
- Good coordination and leadership skills.
