Country Representative

CCM (Comitato Collaborazione Medica) is an Italian NGO operating in Burundi, Ethiopia, Kenya, Somalia, South Sudan and Uganda, specialized in the implementation of health-related projects in both humanitarian and development contexts.
CCM has been working in Ethiopia since 1982. It is present in several areas, namely in Tigray (North Ethiopia), Bale Zone of Oromia (central Ethiopia) and Liben Zone of the Somali Region (South Ethiopia), collaborating with Regional, Zonal and*woreda* health authorities to implement the Ministry of Health policies and strategies to meet MDG 4, 5 and 6. CCM initiatives are mostly meant at improving the delivery of primary and secondary health services, with main focus on reproductive and mother-and-child health and strengthening the Ethiopian health system mostly by supporting the training of health professionals. CCM initiatives do target both local and – when present – IDP/refugee populations.

General Information on the Vacancy

Location: Addis Ababa, with regular missions in the project locations
Contract duration: one year (possible extension)
Start date of contract: Beginning of July 2015

Duties and Responsibilities of the Country Representative
External relations
  • Officially represents CCM with authorities and institutions in the Country, the Italian Embassy, the European Delegation, local offices of international and local organizations.
  • Represents CCM with partners, project stakeholders and donors. (S)he can be supported by the Project Manager, when necessary.
  • Protects and promotes CCM’s image and reputation
Strategy of intervention and project design and formulation:
With the support of the Health Advisor
  • Searches and/or elaborates documents useful to the analysis of the country and the sector of intervention in order to identify new actions for CCM and formulate new projects
  • Identifies and develops new project proposals to be submitted to local or international donors, in accordance to the country strategy and plan shared with the Head of Projects Sector and the Desk Officer.
  • Supports external consultants when they are requested to formulate new projects. In collaboration with the Desk Officer, (s)he supervises the project documents prepared by the consultants.
Projects implementation:
  • Being the legal representative of CCM, (s)he manages all legal aspects of the organization in the Country
  • Assures the compliance with CCM Head Office and Donors’ guidelines and requirements about visibility, documentation, monitoring and evaluation.
  • Monitors ongoing projects, ensuring regular implementation, respect of objectives and plans (operative, economic and financial), evaluation of results. (S)he supported by the Health Advisor for the monitoring and evaluation of all health issues.
  • Ensures the preparation, revises and submits all reports (narrative and financial) to the Head Office or to the Donors, in accordance to the established deadlines and the processes “Development Projects”.
  • Plans and evaluates yearly CCM activities in the country economically and financially, taking into consideration the sustainability of the organization.
  • Manages the office where (s)he is based and ensures the correct organization of all CCM basis and offices in the country. He manages and supervises the offices’ budgets.
Specifically:
  • (S)he proposes to the HQs the organization of the offices in the country accordingly with the organization guidelines adopted by CCM
  • (S)he finalizes the Job Description of all CCM personnel working in the Country.
  • Organizes head office missions, including feasibility studies and project evaluations
  • Ensures efficient logistics in the Country
  • Ensures and facilitates a smooth and effective working relations among volunteers, project managers, country representative and with the HQs
  • Ensures the coordination/supervision of the country projects and activities during her/his period of absence from the country
Human Resources
  • (S)he is also responsible of all personnel in the country (including consultants and volunteers). For expatriate and local staff, consistently with CCM’s guidelines, (S)he ensures the definition of roles to be recruited for projects or offices in cooperation with the direct supervisors and the HQs. (S)he cooperate with HQs and direct supervisors to ensure the preparation of recruitment plan, the recruitment process and the evaluation of personnel based in the HQs office or in the field (according to procedures still to be defined).
For issues concerning the projects CCM implements in Developing Countries, the Country Representative works in collaboration with the Desk Officer of the Projects Department in the HQs according to CCM’s internal procedure.
Job profile
The ideal candidate should have excellent managerial skills, proven experience in the implementation and monitoring of development projects, outstanding negotiations and team working capacities both with local and international partners, very good analysis and project writing skills,.
The position requires regular field visits to the projects sites, high adaptability to rural contexts and the capacity to provide rapid feedback and work under deadline pressure. Knowledge in public health is an asset.
Requirements
  • Good knowledge and proven experience in the management of projects and programs. This is a mandatory requirement for all candidates.
  • Relevant academic background
  • At least 5 years of relevant work experience in the identification, formulation, management and monitoring of projects in developing countries
  • Good administrative skills for the management of development projects (budget formulation and management, contracts understanding, reporting, etc).
  • Excellent communication, interpersonal and negotiation skills
  • Knowledge of data collection methodologies
  • Demonstrated ability to coordinate a multi-disciplinary and international team– even in remote control mode
  • Demonstrated capacity to organize the work and to be focused on the achievement of expected results
  • Willingness to work under pressure and long hours, if required
  • Proficiency in Microsoft Office
  • Fluency of both written and spoken English; priority will be given to Italian speaking candidates
  • Good knowledge of the Ethiopian contest, in particular related to the health sector, would be an asset
  • Good knowledge and proven experience in public health would be an asset
  • Past experience in an NGO will be a strong advantage
