PSI seeks dynamic candidates for the position of Deputy Chief of Party for the Defeat Malaria Campaign, funded by the Department for International Development (DFID – UK) and implemented by the Association de Santé Familiale (ASF), the PSI platform in the Democratic Republic of Congo (DRC). This position is based in Kinshasa and will report to the Chief of Party for the project. ASF is a large and complex platform implementing social marketing and behavior change communications programs in HIV/AIDS prevention, malaria prevention and control, family planning and safe water. The PSI platform in DRC has a staff of 200, and is headquartered in Kinshasa with 10 provincial offices and an annual budget of $60 million. The current donor portfolio for the platform includes: USAID, DOD, DFID, the Lundin Foundation, and The Global Fund.
The Deputy Chief of Party for DFID Campaign to Defeat Malaria (previously “Support to Malaria Control in DRC”) supports the COP in overall administration and management of the project. S/he assumes all COP responsibilities when the COP is not available. The Deputy COP also has direct project management responsibility for the project, thus, there is a high likelihood this will be a supervisory position. The DCOP has an expert role and will need to provide technical input crucial to the project. As a result, s/he will work closely with COP in developing the technical and programmatic directions of project. In addition, the DCOP will support Chief of Party in compiling, editing and formatting all program deliverables such as work-plans, annual reports and monthly report.
The DCOP will also act as the project's Senior Advisor and is responsible for the management of the Defeat Malaria project components, which seek to 1) distribute 4.5 million nets in the province of Kasai Occidental, 2) improve availability and access to Quality Assured ACTs and RDTs, and 3) strengthen the capacity of the National Malaria Control in DRC with focus on generating, analysing and using malaria data for decision making.

- Supervise the Team Lead for LLIN distribution, the Team Lead for ACT/RDTs and the Financial Manager, as well as other staff as agreed with PSI/ASF management;
- Coordinate the development of project plans (quarterly and annual) in collaboration with the COP;
- Coordinate with other implementing partners on technical design and delivery of program activities and ensure quality of partners’ technical performance.
- Responsible for collecting and disseminating best practices/lessons learned from program activities;
- Support the COP with preparation of work plans, reports and other management responsibilities as needed;
- Represent the COP in technical working groups and other high level fora during the COP’s absence;
- Lead the design and implementation of the project activities for LLIN and ACT/RDT distribution;
- Monitor the implementation of the third component of the project (strengthening the capacity of the government’s National Malaria Control program) with Swiss TPH.
- Lead the development of presentation of project reports according to PSI and donor’s requirements;
- Other responsibilities assigned by the management.
Experience:
- A Master's degree from an accredited college or university in public health or other relevant field;
- At least ten (10) years of professional experience in managing, coordinating and monitoring health projects/programs;
- 8+ years in the field of Public Health and Medicine, or pharmaceutical sector; knowledge of the private sector an asset;
- Experience in pharmaceutical sector in DRC desirable;
- Strong managerial, administrative and financial skills; experience with PSI’s financial system is an asset;
- Proven leadership and organizational skills, successfully managing and coordinating senior consultants;
- Proven record of working well with/directing multiple teams;
- Understanding of health policy and health care financing issues;
- Excellent organizational and interpersonal communication skills;
- Fluent spoken, written and reading abilities in French and English.
