****MISSION CONTEXT****
According to the latest World Health Organization update on February 1st, 2015, a total of 22,495 confirmed, probable, and suspected cases of Ebola and 8,981 deaths had been reported as of February 1st from the three West African countries (Guinea, Liberia, and Sierra Leone) where transmission has been widespread and intense[1]. Total case counts include all suspected, probable, and confirmed cases, which are defined similarly by each country. Because of improvements in laboratory diagnostics and surveillance, in recent weeks totals may overestimate the actual number of cases in some areas. The highest reported confirmed case counts were from Sierra Leone and Liberia, followed by Guinea.
****HI RESPONSE****
The Handicap International "Mano River" programme that covers Liberia and Sierra Leone (based in SL) was implementing the following projects until the outbreak of the epidemic in these two countries early in the summer of 2014:
- Inclusive Education projects (1 in Liberia and 1 in Sierra Leone);
- Mother and Child Health Project (SL),
- Civil society support project (disability movement) in Liberia. These projects have been stopped and their human resources devoted to the Ebola response.
The HI response to Ebola focuses in Sierra Leone on:
· ****Ebola Ambulance fleet management in Western Area (Freetown and rural area): transportation of affected persons and home decontamination.****
· Ebola awareness raising of vulnerable groups (persons with disabilities, sex workers, HIV/AID affected, etc...), either through direct awareness actions with these groups or through sensitisation of stakeholders in the field (authorities, NGOs in order to include the specificities of those groups in their awareness campaigns. Awareness campaigns realized during the first phase towards people with disabilities were accompanied by a distribution of hygiene products.
· Consortium with several INGOs, to support the identification and response to protection issues, particularly alerts related to Ebola context.
· Resuming the Inclusive Education project following the reprogramming process to adapt the activities to Ebola context.
Today, in Sierra Leone, HI is leader of the “special needs” sub-committee of the cluster “Social Mobilisation” (lead by UNICEF).
****MAIN RESPONSABILITIES OF THE EXPATRIATE****
*Under the responsibility of the Project Manager, you are responsible:*
The Field Operational Manager will be responsible of the supervision of the 2 operational sites of the project: Hastings decontamination site and a fleet management site in Freetown centre.
- Management of the 2 site Managers, representing an overall supervision of about 200 persons;
- Ensuring proper functioning of both sites and application by the users of safety protocols and internal rules;
- Ensure smooth running of the activities;
- Activity follow up, data compilation and reporting;
- Participation in internal and external reporting;
- Coordination/representation with project partners/site users and visitors;
- Participate in general project activity planning/revision and budget planning and follow up;
****MAIN TAKS OF THE EXPATRIATE****
Management of the 2 site Managers, representing an overall supervision of about 200 persons:
- Participate in the recruitment of all necessary staff under his/her supervision;
- Propose adaptation of the organizational chart if it seems relevant to improve the functioning of the sites and activities;
- Ensure each staff member of his/her team has adapted job description, understands and follows it;
- Train and coach site supervision teams;
- Organise the weekly plannings of the team and ensure logistical means are available for their activities in linkage with the field logistician
- Coordinate with the project admin team in administrative processes linked with the staff under his supervision (payment, contracts, etc);
- Coordinate with the IPC Advisor for IPC trainings of the staff under his supervision;
- Define, with each member of his/her team, his action plan and delay for reaching defined goals (IAP);
- Support and advise his/her team in the implementation of their IAP;
- Ensure feed back to his team about issues potentially raised by them;
- Report to the Project Manager any staff related issues and participate in the management of disciplinary measures;
- Ensure a good communication – information level of each member of his/her team through regular meetings (or other if needed);
- Ensure conflict resolution within his/her team;
- Support his staff in their management duty: team meetings, individual interviews, etc.
Ensuring proper functioning of both sites and application by the users of safety protocols and internal rules:
- Inform the Field Logistician of any issues related to sites installation and maintenance, and follow up until resolution;
- Coordinate with the project logistic team to ensure the sites have the necessary supplies for proper functioning;
- Propose improvements in the installation, set up and organization of the sites if it seems more adequate;
- Ensure safety protocols and other internal rules are applied on the sites, in collaboration with the IPC Advisor;
- Ensure proper use of material and facilities on site by the different site users (internal and external HI).
Ensure smooth running of the activities:
- Coordinate with the logistics team to ensure resources are available for the activities in a timely manner;
- Support the supervisors and officers in the planning and organization of the activities;
- Ensure the different aspects of the activities are well coordinated.
Activity follow up, data compilation and reporting:
- Propose improvement of patient transportation activities follow up tools;
- Ensure patient transportation activities are well documented and reported;
- Train the Fleet supervisor and Site Managers in the compilation of data related to patient transportation activities;
- Compile and analyse patient transportation activities data and give feedback to the project teams and Manager.
Participation in internal and external reporting:
- Produce internal reports upon request of the Project Manager;
- Participate in the monthly internal (Strep and PM Box) and external reporting;
Coordination/representation with project partners/site users and visitors:
- Ensure a smooth coordination with the different stakeholders that are present on the site (ADRA, MSF...);
- Ensure all visitors and users comply with the rules and procedures in place;
- Report to the Project Manager any issue related to external site users or visitors (including in case of visits from press, national or local authorities, etc).
Participate in general project activity planning/revision and budget planning and follow up;
****JOB CONDITIONS****
- Status: salaried contract
- Salary : from 2050€ to 2400€ depending on the experience of the candidate) + 457€ expatriate allowance + high level cost of life allowance
- Starts: 06 April 2015
- Duration: until 15th may on the field (due to current fundings), but with moral engagement of 2 months (+ 21 days out of Sierra Leone)
- Living conditions: guesthouse shared with other expatriates (no charges)
- Social insurance: 100% covered
- An RnR policy, with a one week of break after 8 weeks on the field
****PROFILE REQUIRED****
- Degree in Project management/humanitarian assistance ; a Degree in Physiotherapy, Occupational Therapy or other disability related occupation is an asset;
- At least 3 years of professional experience in humanitarian context, preferably in emergency
- At least 1 year in project management
- Strong experience in HR management
- Proven skills in team management
- Good negotiation skills
- Ability to work under high pressure and without constant supervision
- Strong interpersonal and intercultural skills
- Ability to delegate and control, and ability to work in team
- Flexibility English mandatory (oral and written)
