Overall objective
The Food Security and Cash Transfer Project Manager will manage the implementation and development of DRC´s Food Security and Cash Transfer program in the Sahel region in Burkina Faso and within a cross bordering perspective.
The Food Security and Cash Transfer project manager will:
- Design the intervention, the strategy and the position of the Food Security and Livelihoods Department for DRC in Burkina Faso through the collection, analysis and dissemination of data from field surveys of areas in the Sahel region.
- Develop a plan/system to be used for the implementation of Cash Transfer/Voucher programming in target communities which will be a model for future emergency programming in the region (market dynamics and economic actors).
- Implement an ECHO Food Security project in the Sahel region
- Strengthen the IGA (Income Generating Activities) programming in Sahel region
- The FSPM will coordinate with local and international staff members at Country and Regional level particularly with the Mali Food Security and Cash Transfer Coordinator in order to gather information which will be essential to feed into national programming and advocacy priorities, as well as capacitating the local authorities and services providers on issues pertaining to food security and cash transfer principles.
Background
The Danish Refugee Council (DRC) has been operational in West Africa since 1998. The overall strategic objective of the programme is to support peace and stabilization, protect and promote durable solutions to conflict-affected populations in Liberia, Côte d’Ivoire, Guinea, Burkina Faso and Mali on the basis of humanitarian principles and fundamental human rights.
Duties and Responsibilities
The FSPM will report to the Deputy Country Director and contribute to the overall implementation of DRC´s Food Security and Livelihoods programme in Burkina Faso. She/he will work closely with the protection managers and other sector leads. She/he will play a central role in building relationships with key humanitarian partners and donors at the country level. Specifically, the FSPM will perform the following tasks:
Programming
- Develop, coordinate, plan, implement, monitor and report on DRC´s food security and cash transfer programme in Burkina Faso;
- Carry out a technical food security survey on the situation of food security and livelihoods of people in target areas;
- Conduct assessments and analyses of Cash/voucher transfer needs; existing and potential financial institutions or traditional mechanisms for Cash/voucher transfer programming and identify innovative/ relevant/alternative payment systems/modalities in consideration with the security situation in target communities/locations;
- Contextualize cash transfer guidelines prepared by the organization on distribution processes and make necessary recommendations where appropriate;
- Plan and ensure effective and efficient EFSL/Cash transfer processes i.e. community meetings, mapping locations of the beneficiaries, appropriate modalities, distance, time, costs of transport and the terrain of the areas/locations;
- Develop and distribute beneficiary cards/ID, prepare distribution and movement plan for teams and work with the Finance and Admin Manager to forecast cash requirements;
- Carry out any other assignment given by the Senior Programs Manager and the management;
- Ensure that the DRC food security and cash transfer projects are implemented in accordance with DRC standard regulations and operational procedures (e.g. Code of Conduct, HAP Principles, DRC Assistance Framework, and DRC Programme Handbook);
- Ensure that at all times contacts with beneficiaries, target groups and representatives of authority are conducted in a sensitive and respectful manner;
- Assist in developing new food security and cash transfer programming and fundraising initiatives;
- Conduct assessments and fact finding missions to set up new projects, assist in preparation of project proposals for external donors and negotiate/defend them; conceptualize and develop national and local strategies;
- Draft concept papers and assist in the preparation of creative, realistic, cost effective and beneficial project proposals;
- Cultivate good relations with key humanitarian actors – local and international, including government authorities and non-state actors, INGOs engaged in protection programming and donors, through regular attendance at technical meetings/cluster and bilateral meetings at the Regional level.
- Implement ECHO project.
Monitoring and Reporting
- Supervise the implementation of the projects through monitoring and evaluation (quality control, monitoring objectives and indicators) according to the regional M&E system;
- Ensure that activities/projects are implemented in accordance with agreed strategies, principles, implementation plans, and donor requirements;
- Ensure the use of qualitative and quantitative indicators and prepare accurate and timely reports on project progress;
- Ensure that timely and quality project narrative reports are provided to the donors on time according to donor requirement;
- Ensure regular field monitoring and develop relevant analyses
Administration and Personnel Management, Finance and logistic
- Hire, support, appraise and mentor DRC national food security and cash/voucher staff by identifying clear deliverables and providing training as needed;
- Assist in the implementation of projects in compliance with DRC and donor requirements when it comes to administration, finance and logistics;
- Responsible for the ECHO project expenditures.
Security
- Attentive and responsive to the security situation on a daily basis and responsible for ensuring the communication with the programme staff;
- Responsible for the implementation of security rules including regular updates of security and evacuation plans and measures, implementation of security and contingency plans and updates of DRC´s SLS (Safety Level Systems);
- Responsible for ensuring compliance to DRC’s Security procedures including Chapters 19 & 20 of the Operations Handbook;
- Responsible for developing local security network at the field level;
- Ensuring that DRC is part of a security network at the field level and that appropriate information regarding security in the area of operations is collected;
- Ensures that security incidents at the program level are reported to the Deputy Country Director.
Qualifications Required
- At least 5 years of professional experience working in food security and cash transfer sector most especially in humanitarian response in an NGO or other relevant reputable institutions;
- Professionally qualified cash transfer specialist, preferably with some experience in a large and / or complex organization;
- Experience and knowledge of (EFSL) cash programming in emergencies;
- Sound knowledge and experience of computer applications including Microsoft word
- Experience in project management, including donor relations and staff supervision;
- Experience with relief/emergency response activities, especially assessments, logistics and monitoring;
- Willingness to live and work in an insecure environment with limited physical amenities;
- Excellent interpersonal and negotiation skills;
- Fluency in French and English (spoken and written) is a must;
- Preferable experience in other sectors such as protection;
- Good experience in training and liaising with national NGOs;
- Experience with donors such as ECHO, SDC, and UNICEF.
