Context:
Under the direct supervision of the Chief of Mission (CoM), the successful candidate will be responsible for coordinating the convergence of all programmes operating under the Transition and Reintegration Unit (TRU), including overseeing the design of methodologies, programme implementation, monitoring and reporting for the Human Security and Community Stabilization programmes and their components for WASH (Water, Sanitation and Hygiene) and Infrastructure, Land and Property, Environment, Electoral Assistance, and the Capacity-Building Programme for Civil Society.
Core Functions / Responsibilities:
- Provide continual assessment of the operating context in Sudan, including analysis of political, security, economic and social trends impacting stability and transition in the country, of fundamental risks to staff and of the use of programme resources toward improving programme impact and national counterpart capacity.
- Work closely with key programme stakeholders on a regular basis to ensure frequent and regular inputs to programme strategy, opportunities and risk assessments. Ensure strong partnership with donor counterparts and build concurrence for strategic development of programme initiatives, and for priorities in the areas of transition and reintegration in Sudan.
- Guide and coordinate the overall execution of activities and developments in support of the Mission’s programmes. Facilitate access to practical advice and collect feedback in order to improve and ensure overall convergence of activities.
- Implement the Mission’s strategic plan. Establish and develop centralized mechanisms and standard operating procedures that will enhance the flow of information and implementation of programmes’ objectives.
- Inform project managers (PMs), project coordinators (PCs), project officers and consultant partners, where applicable, as to issues and current state of affairs with relevance to general programme activities, including coordinating the establishment of in-house meetings, workshops and seminars.
- Liaise with the respective PCs and project officers to ensure that goals and objectives in the field are achieved within agreed timelines through the correct administration of established procedures, including follow-up, reporting and advice to the PCs, where applicable. When required, reach out to the field and hold meetings at field level to collect relevant micro-information that facilitates a "close-to-the-ground" approach to programme implementation and readjustment, providing guidance through a broader policy framework and in compliance with the overall budgetary and human resource possibilities.
- Ensure the preparation of data for analysis by advising and cooperating with the Information Management Unit (IMU) for the processing of statistical information that is specifically relevant to improving the management of programmes and convergent reporting.
- Guide and advise the Mission’s Public Information (PI) Officer in the development, cataloguing and production of media promotion systems that will build confidence and work towards enhancing better information flows to and from the projects and all other relevant service providers and stakeholders, as well as tracking the overall outcomes.
- On a regular basis, design and deliver staff trainings on key programmatic tools and procedures, including on ethics and do-no-harm. Ensure that all staff working on TRU programmes fully understand and implement the different tools and procedures required for the smooth implementation of TRU programmes.
- Guide and advise the respective PCs in the further development of strategic outcomes and direction as envisaged through project development and project cross-fertilization, including ensuring that the mechanisms are in place to support the transparent and effective management of activities.
- Periodically evaluate the activities and development of the programmes operating under the TRU, using established methodologies, goals and objectives as standards. Advise the CoM as to proposed procedures, alterations and results achieved.
- Liaise and foster information exchange at both country and regional levels with concerned stakeholders, including the UN, donors, NGOs and other relevant partners and service providers. Discuss issues related to general coordination and liaison, so as to ensure synergy and sustainable outcomes in programme implementation.

Required Qualifications and Experience
Education
- Master’s degree in International Relation, Humanitarian Affairs, Political or Social Science or a related field from an accredited academic institution with eight years of relevant professional experience; or
- University degree in the above fields with ten years of relevant professional experience.
Experience
- Experience in socio-economic reintegration of conflict-affected populations at the field level;
- Demonstrated understanding of complex socio-political environments, especially those related to post-conflict/transitional situations;
- Field experience in a complex humanitarian emergency or post-conflict environment; demonstrated knowledge of field-level problems;
- Sound knowledge of project development, project design and budgeting, in order to be able to projectize and co-operate with other PMs, PCs, and project officers in the resolution of operational problems, as well as for the sake of efficiency;
- Experience in partnership engagement and management;
- Good knowledge of major treaties and conventions regulating development cooperation policy;
- Good negotiation skills;
- Capacity for political / conflict analysis;
- Good knowledge of Sudan and the African region is an advantage.
Languages
Fluency in English is required. Working knowledge of Arabic or a local language is an advantage.
