We are looking for a Managing Consultant with Monitoring and Evaluation Expertise to join our established and expanding International Development team in London. The International Development division works for international aid agencies (such as the UK’s Department for International Development (DFID) and EuropeAid) and other financing organisations (such as the World Bank and Asian Development Bank) on international development projects and programmes that alleviate poverty, support clean energy and the environment, and support other social needs. The division has a London-based team focused on Sub-Saharan Africa as well as teams based in India and the Philippines.
As a Managing Consultant, you will have the opportunity from day one to lead and contribute to a diverse range of projects and proposals for clients throughout the world, particularly those operating in Sub-Saharan Africa and South Asia. You will be a core part of our growing and collegiate team of like-minded international development specialists who have a passion for applying their skills and knowledge to help solve complex problems for our clients. You will have at least 8-10 years’ experience and a Master’s Degree in Public Policy/International Development/ International Relations/ Economics or related field. You should also have strong analytical and communication skills. Managerial experience in a consultancy environment would be welcome. Familiarity with Monitoring and Evaluation is essential, including experience in establishing monitoring and evaluation frameworks, assessing evaluability, developing appropriate methodologies, conducting reviews and evaluations, revising logframes and setting and revising indicators. Experience using both qualitative and quantitative evaluation tools is essential.
You will have worked in a consultancy/ donor or implementation environment and you will understand what it takes to develop and implement successful monitoring and evaluation projects in challenging contexts internationally, working as part of a team to deliver common goals.
Main Tasks:
- Win, manage and deliver monitoring and/or evaluation projects for a range of clients, especially bilateral and multilateral donors.
- Build and maintain relationships with a range of key clients.
- Manage project teams and subcontractors, taking responsibility for meeting client needs within quality, time and budget constraints.
- Develop expertise and intellectual property within the company on monitoring and evaluation in international development.
- Identify and contribute to business development and marketing opportunities.
Basic Qualifications/ Experience:
- Master’s Degree in Public Policy/International Development/ International Relations/ Economics or related field.
- At least 8-10 years relevant professional experience.
- Significant experience working with DFID and at least one other major bilateral or multilateral donor – e.g. The World Bank, EuropeAid or the African Development Bank.
- Experience of winning and successfully delivering monitoring and evaluation projects for DFID and other clients.
- Experience of designing and implementing monitoring systems and results frameworks; assessing evaluability, developing appropriate methodologies, conducting reviews and evaluations, revising logframes and setting and revising indicators.
- Substantial experience with quantitative and qualitative data collection and analysis techniques.
- Significant experience working on international projects, preferably in Sub-Saharan Africa.
- Substantial sector expertise in at least two of the following areas: service delivery, urban planning, decentralisation, public sector reform, governance and accountability, climate change, urban water, education, health, social protection, food security, or economic growth.
- Business development and marketing experience.
- Project management experience, including international projects, throughout the project lifecycle – e.g. policy/ project design, implementation, evaluation, dissemination – but with a particular emphasis on evaluation.
- Experience of managing teams.
- Strong analytical and technical writing skills with a proven ability to produce and summarise complex evidence-based findings in a clear and engaging style.
