Monitoring and Evaluation Manager, Egypt
We are currently seeking a Monitoring and Evaluation Manager for an anticipated multiyear, USAID-funded agribusiness project, The Food-Security and Agribusiness Support (FAS) activity. FAS is USAID/Egypt’s flagship agriculture activity under the Agribusiness for Rural Development and Increasing Incomes (ARDII) project. FAS will use a market-driven approach to increase agriculture related incomes of smallholder farmers in Upper Egypt through sustainable horticulture value chain systems strengthening for domestic and export (Global GAP and FAIRTRADE) markets.
Responsibilities:
- Position requires a wide range of knowledge in livelihoods, capacity building and institutional strengthening, monitoring and evaluation techniques, database management, and hands-on experience in relief and development projects.
- Responsible for monitoring the performance of agriculture activities and managing the systems for collecting M&E information across the consortium partners.
- Lead monitoring and evaluation activities including training and research activities.
- Manage and guide the technical direction of the monitoring, evaluation, reporting and learning (MERL) approach and strategy in line with donor requirements and AV M&E policy.
- Establish M&E systems and data collection efforts in collaboration with key stakeholders to ensure a process of evidence-based learning that improves understanding while strengthening local capacity, institutional development and sustainability of value chain activities.
- Supervise, provide advisory, and guidance to M&E field officers.
- Design, maintain, and improve project’s databases. FAS intends to have one integrated database to be inclusive of all the projects components and strategic objectives data.
Qualifications:
- This position requires a combination of technical, analytical and managerial capabilities and a proven record of project management.
- Minimum of ten years of Monitoring and Evaluation international development program.
- A degree in M&E, social sciences, agriculture economics or other related field.
- Previous experience designing and implementing M&E training for international organizations and USAID funded projects.
- Experience working with international donors, as well as counterparts and beneficiaries (e.g., international and local NGOs and government representatives).
- Extensive experience in database management.
- Demonstrated experience in data collection; statistical analysis; and reporting; including experience with computer-based statistical packages and databases (Epi Info, ACCESS, STATA, SPSS, SAS, etc.).
- Experience conducting field research.
- Strong written and oral communication ability in English.
- Experience with gender analysis or assessments preferred.
