Project Coordinator

Context:
BRAC is seeking an experienced humanitarian worker to coordinate the non-clinical, facilities management of two community care centres (CCC) for the safe isolation of Ebola cases and a staff support base in Koinadugu district, Sierra Leone. This position will also entail supporting the transition from emergency programming to post-Ebola recovery activities. The position is for an initial two month period, with the anticipation for extension.
This challenging role requires effectively working together with a medical partner, as well as coordinating with other NGOs and government authorities supporting the joint Ebola response. This role does not involve any working in the red zone of the CCC, which is the sole responsibility of the medical partner.
EXPERIENCE AND SKILLS REQUIRED:
  • Strategic thinking/planning, assessment, capacity development of local communities and local authorities
  • Building staff capacity through team mobilization, guidance, coaching and on the job training
  • Diverse and complex problem-solving, requiring professional knowledge, field experience and an understanding of humanitarian and disaster risk reduction work.
  • Experience supporting the transition from emergency to recovery and development programming.
  • Experience supporting the implementation of food security and livelihoods programming highly desirable, with technical expertise in agriculture, especially in the West African context.
  • Experience supporting the development of project proposals with strong written English skills.
  • Work patterns are not routine and often working under high pressure.
  • Make complex technical information accessible and usable by non-specialist.
  • Create opportunities to develop work within a framework plan.
  • Knowledge required includes broad understanding of and their relevance to own speciality.
  • Experience of humanitarian work gained in professional work inside is essential
  • Short, medium and long term planning is required in the context of changing priorities.
KEY RESPONSIBILITIES/DELIVERABLES:
Strategic Management:
  • Maintain an analysis of the emergency response context and use this to inform interventions
  • Contribute to design of proposals within the country strategic vision
  • Work with team members to link humanitarian programmes to other programming, including advocacy and development
  • Collate information and develop SITREP’s in emergency situations
  • Minimum budget management including budget oversight for strategic planning and coordination.
Representation/Coordination:
  • Effectively coordinate with the medical partner to ensure the efficient operation of the CCC and staff support base
  • Manage a team of watchmen to ensure that the CCC and support base are secure at all times.
  • Coordinate with a women’s group providing nutritious food to staff and patients, ensuring that quality is maintained at all times.
  • Support the implementation of other recovery activities to support surrounding communities in quickly recovering from the socio-economic impacts of the Ebola outbreak
  • Represent BRAC in appropriate humanitarian fora at District level and in pillars and local authorities.
  • Contribute to the development of an appropriate Ebola response to crises which arise in line with agreed standards (e.g. Code of conduct; SPHERE, BRAC Gender policy etc.) and BRAC’s best practice.
  • Recruit and line manage staff in accordance with BRAC’s performance Management process to proactively plan staff development
  • Ensure BRAC’s Ebola Response programme is cost effective, efficient and complies with all organisational standards of management and accountability.
  • Ensure that all programmes implemented are in a consultative, participatory and gender sensitive way
Programme Support:
  • As a facilitator of process, work with programme support services in enhancing the team’s work and capacity to ensure efficient and effective response management and to assist in improving programme support functions.
