Proposal Objective:
SI is pursuing an anticipated multi-million dollar five-year USAID-funded Liberia Strategic Analysis Activity with the goal to provide an innovative degree of analytical and advisory services to USAID/Liberia’s Office of Program and Project Development (PPD) and Development Objective (DO) teams in support of the Mission’s project design, performance monitoring and evaluation, and operational learning and adapting. The project’s objectives will assist the Mission in its ability to:
(a) identify the lessons learned from past experience; (b) better understand the complex Liberian development context (including institutional norms and behaviors affecting project results) through advanced research, surveys, data collection and analysis; and (c) adapt its programs to this information and analysis.
The project will establish a support unit in Monrovia to assist the Mission in strengthening its management of key aspects of the programming cycle, specifically strategic planning; project design; performance monitoring and evaluation; and institutionalized learning and adaptation.
Position Description:
SI is seeking to recruit a roster of short-term technical experts to provide USAID/Liberia with on-demand, as-requested, specialized and customized assistance over the duration of the contract. Work will entail a suite of monitoring and evaluation (M&E) and knowledge management services.

AnticipatedResponsibilities Include:
· Develop technical reports including analyses, policy recommendations, and comparative studies.
· Organize and facilitate knowledge sharing events both within the Mission and with host country counterparts, Implementing Partners (IPs), and other stakeholders outside the Mission.
· Provide USAID PPD and DO teams with short term technical advice and assistance, management resources and tools to help the Mission organize and plan its project design work.
· Assist USAID PPD and DO teams in identifying baseline data and other information needed to effectively design programs and implement the Mission’s PMP.
· design and implement desk studies, surveys, assessments and other data collection exercises to meet these and other needs identified by the Mission.
· Conduct rigorous empirical analysis on issues identified as being critical to project design and performance.
· Help the Mission develop effective evaluation strategies and plans, and conduct performance evaluations of selected projects and activities.
· Review and revision of Mission-wide and individual activity Performance Management Plans (PMPs); verifying the quality of performance data collected by IPs; updating Performance Indicator Reference Sheets included in PMPs; conducting performance analysis and providing reports in support of the Mission’s regular portfolio reviews; and maintaining the Mission’s performance indicator database systems.
Anticipated Qualifications Include:
· Demonstrated experience in a variety of skills including: evaluation, monitoring, institutional learning, research, analysis, knowledge management and communication.
· Master’s degree or a Doctorate in a relevant field.
· Fluency in English (Level 4 or above).
· Fully computer literate.
· Possesses excellent reading, writing, and communication skills.
· Experience in comparable post-conflict countries, and experience in Liberia highly encouraged.
· Experience working with previous U.S. government programs, USAID-funded preferred.
