Job Title: Child Protection in Emergencies Technical Advisor

JOB PURPOSE:
The Child Protection in Emergencies TA works to ensure the programming quality of all of NP’s child protection programming in South Sudan. Working closely with the Senior Program Manager and Programme Development Manager and engaging directly with field staff, the TA ensures consistency and quality in programming, as well as supporting child protection coordination, advocacy and fundraising and the national level. NP in South Sudan integrates child protection into its community-based protection programming and also runs stand-alone child protection programming, working in refugee and IDP sites as well as rural areas experiencing high levels of violence and displacement.
NP’s key child protection intervention focus on unaccompanied and separated children, psychosocial support, community-based child protection structures and case management to vulnerable children such as children recruited in armed forces and groups or victims of abuse. NP is one of the largest FTR actors in South Sudan and supports over 12,000 children through psychosocial support activities.
KEY OBJECTIVES/RESPONSIBILITIES:
Programme Implementation
· Support the implementation of NP’s community-based child protection program in all field sites, both from HQ and through frequent field visits.
· Support the Program Development Department in program design, evaluation and reporting.
· Design CPiE interventions adapted to the specific contexts of different field sites with a focus on FTR, CFS, Child Protection Committees and case management.
· Develop tools to improve NP’s Child Protection programming and train and support the teams to implement the tools
· Provide technical advice to all levels of programme management on appropriate interventions and strategies to address child protection concerns
· Provide immediate support to field teams dealing with complex individual cases. Support coordination between teams on specific cases, as well as with other agencies when necessary.
· Work closely with the FTR Specialist and other advisors in the organization to ensure consistency of NP’s programming and strategies.
· Analyze and provide updates on trends in child protection concerns in programming areas and maintain regular contact with all field sites to ensure up-to-date knowledge.
· Support field teams on effective state and local level coordination.
Representation and Advocacy
· Represent NP South Sudan at all Child Protection coordination fora at the national level.
· Feed into technical working groups at the national level, particularly those on Family Tracing and Reunification, Psychosocial Support and MRM.
· Support NP’s advocacy efforts with providing analysis on the effect of conflict and violence on children in South Sudan.
· Engage with donors in technical discussions together with the Programme Development Team.
Financial & Operational Management
- Support the development of budget items for child protection activities.
- Support the provision of items needed for Child Protection programming, including supplies for support to vulnerable children and kits received through UNICEF
Personnel Management
- Support recruitment processes for both international and national Child Protection Officers, including serving on interview panels.
- Engage in direct coaching for staff involved in Child Protection programming through induction trainings for all staff and on-the-job coaching and mentoring.
QUALIFICATIONS AND COMPETENCIES:
A.Education, Knowledge and Experience
At least 2-3 years of child protection and coordination work in a similar humanitarian environment. Advanced post-secondary degree in child protection, public health, or related. Experience with Family Tracing and Reunification systems (including CPIMS) and other CPiE interventions is strongly preferred.

- Proven ability to write in-depth reports Information Technology: * Good computer skills a requirement, including Microsoft Office, Excel and email

- Able to travel throughout the country in harsh living conditions and take responsibility for personal wellbeing in challenging conditions.
